COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS AMENDMENT ONE Description The purpose of this amendment is to include a revised Statement of Work; to add a site visit and to extend the closing date. The revised Statement of Work now includes the installation of the RoamAlert System in the second half of Dogwood (West Wing). There are three site drawings. For Bldg. 1, 5th floor, we are interested in points of egress going into and out of the 5A wing. Potential vendors are invited to a site visit on Tuesday, August 25th at 2:00 pm. REVISED STATEMENT OF WORK Wander Management System for 5th Floor Med Surgical & West Wing of Bldg. 28 and Upgrade for North Wing of Bldg. 28 & 31 1. BACKGROUND The VA Central California Health Care System (VACCHCS) is seeking to implement a resident wander management system in the Med/Surgical ward in Building 1, 5th Floor (5 East) and West Wing of Bldg. 28 and upgrade the current wander management systems in North Wing of Building 28 (Community Living Center - CLC Expansion) and Building 31 (CLC) Currently, RoamAlert®, manufactured by Stanley Healthcare, is the wander management system used at VACCHCS. VACCHCS needs a solution where when a patient approaches any exit of the medical ward, the patient wander management system locks down the exit doors to prevent the patient from leaving. This system needs an option for an audible sound to go off when a patient is opening a door or in the designated zones. This patient wandering system must also be compatible and wired to VACCHCS fire alarm system. In the event of a fire and the fire alarm is active, this system must allow the egress to flow freely and not lock down doors when patients, staff and visitors are evacuating. The components in this system include radio transmitters that are worn by the patients as tags, exciter antennas, door controllers, power supplies, key pad for manual override, tag reader to test tag functionality, magnetic locks to be installed on doors, sound module and attenuator to emit and control volume of audible sounds, workstation/computers, and a central network server. Furthermore, there is a software that is needed in order for staff to pull reports on the frequency of when these alarms are active. This data will include number of times the exit doors have been engaged, what time and date, which patient, and other pertinent data that will assist staff in ensuring an excellent environment of The Government is in need of this solution in order to ensure patient safety and provide better care for our Veterans. The wander management system, which is currently Stanley Healthcare s RoamAlert® solution, in buildings 31 and 28 (North Wing), are in need of upgrades. The current software is at end of support. Furthermore, the operating systems (OS) of these systems are not on Windows 10. Anything below Windows 10 is end of support by Microsoft. There is a need to upgrade these systems to make sure that the VA is up-to-date and limits end of support models. This will lower cybersecurity vulnerabilities of the system. The installation of this wander management system requires additional integrated network manager, door controllers, and as well as additional cabling and miscellaneous installation parts. The cost of implementing and upgrading the RoamAlert® system will be significantly lower for the government compared to implementing a different proprietary wander management system. 2. SPECIFICATIONS The system to be put in place must be fully compatible the VACCHCS s existing RoamAlert® system, which include the following requirements: The system shall normally be de-energized, allowing free egress through monitored exits for staff, visitors or patients not equipped with a radio transmitter (i.e., tag). The system shall create a perimeter around the monitored exits using the controllers that power an antenna, which operates at 307.2 kHz. When a radio transmitter (i.e., tag) approaches and enters the antenna field it becomes excited and shall transmit a 433.92 MHz signal to the receiver. If the monitored exit is a door with locks, the locks will energize using electric strike instantaneously and lock shall alarm, preventing that patient from leaving the secured area. Local keypad shall reset local alarm and de-energize locks. When the door opens, without local keypad access, an alarm shall sound. The tag #, who it is assigned to, time alarm occurred, and location shall alarm and log in the system computer. System shall run on 120 VAC outlets, even on emergency backup power. Door controllers shall each contain their own power supply and will continue to function regardless of the central power supply or the loss of the server computer proving a redundant system. System shall run Plenum Cat 6a cable between controller and keypad, controller and door contacts, controller and each antenna and controller and alarm. Controller can be mounted locally at an exit above the drop ceiling or remotely in a central equipment room. The main computer shall be considered the server while all other computers on the same system network are the client workstations. The alarms will annunciate at the nurse station. The software shall log Door Alarms, Loiter Alarms, Door Ajar Alarms, Supervisory Alarms, and Low Battery Alarms. Should the server computer lose power, software crash or have a hard drive failure, the system shall remain online and provide redundancy. Ethernet network whether independent or utilizing the facilities existing backbone shall be used to communicate between the server and all client workstations. A verification of number programmed into the tag to assign a patient in the software should occur. Portable Tag Activation/Deactivation units should activate tag for patient use and deactivate tags when not in use to preserve battery life, verify if a tag is active or inactive while on a patient, and detect a low battery in tags. 3. SPECIFIC TASKS For work in all specified locations Bldg. 1 Med Surgical (5 East), Bldg. 28 (North and West Wing) and Bldg 31 The Contractor is to supply necessary components for installation of the RoamAlert® wander management system as specified in Section 4. Schedule of Items. The Contractor will provide project management to coordinate the door/lock integration with the VA s patient wandering system, which is Stanley Healthcare s RoamAlert®. The Contractor will provide three training sessions (daytime, evening, and after hours) on system and software. The Contractor will provide and exclusively only use plenum CAT6a cable and 22 Gauge 4 Conductor cable for all work. For work specific for Bldg. 1 Med Surgical (5 East) The Contractor is to install the RoamAlert® wander management system on 2 corridor double doors and a single door by the stairwell as specified on VACCHCS -provided computer-aided design (CAD) files in DWG format. The Contractor shall provide electrical conduit work. The Contractor shall install power supplies in Tele-Com closet for these doors. The Contractor will have the doors connect to the network manager. The Contractor will provide a switch that will be connected to the network. Computer with software will be directly connected to the switch in order to keep the system off the VA network. VACCHCS shall provide the doors and locks for this system (not to be confused with the magnetic locks). The Contractor will run cable for the Nurse station to the IT closet. The Contractor will also perform two 22 Gauge 4 Conductor cable runs from the door controllers to the IT closet. For work specific for Bldg. 28 (North Wing) and Bldg. 31 The Contractor will install and load licenses for the replacement of the existing servers in Building 28 and 31. For work specific for Bldg. 28 (West Wing) The Contractor is to supply necessary components for installation of the RoamAlert® wander management system as specified in Section 4. Schedule of Items. The Contractor is to install the RoamAlert® wander management system on 1 perimeter double doors as specified on VACCHCS -provided computer-aided design (CAD) files in DWG format. The Contractor shall provide electrical conduit work. The VACCHCS shall provide 120V AC outlets at each location for power during installation. The VACCHCS shall provide 120V AC outlet and network drop at Tel/Data Room 1E17 for system connections. Doors shall be added to existing RoamAlert® system server via RS-485 over Ethernet by the Contractor. 4. SCHEDULE OF ITEMS At minimum, the following is required: SEE ATTACHED LIST 5. PERFORMANCE & MONITORING The Contractor should warrant that the product is free from manufacturing defects in material and workmanship under normal use and service for a period of 90 days from the date of delivery. Contractor shall replace or repair equipment if necessary, to the satisfaction of the Government. During installation testing, it must be confirmed that in the event of a fire when the fire alarm goes off, the strike locks shall be disengaged, allowing for free egress through the doors. Contractor shall provide a copy of the written warranty upon acceptance of the equipment. All labor, time, materials, equipment, travel, service manuals and supplies necessary to keep equipment operational during the warranty period shall be included. Phone response to warranty issues within 1 hour and on-site response within 24-hours is required. The contracting officer representative (COR) shall monitor performance through routine inspections and maintain copies of all service records. Any issues will be brought up to contractor s service manager. 6. SECURITY REQUIREMENTS The C&A requirements do not apply, and a Security Accreditation Package is not required. 7. GOVERNMENT-FURNISHED EQUIPMENT (GFE) / GOVERNMENT-FURNISHED INFORMATION The VACCHCS shall provide: Parking spaces for 2 work trucks / van during installation period Secure storage space for materials during installation Ladder & carts for equipment transportation 8. OTHER PERTINENT INFORMATION OR SPECIAL CONSIDERATIONS Identification of Possible Follow-Up Work No follow-up work is expected. Identification of Non-Disclosure Requirements The Contractor must follow all HIPA rules, regulations and restrictions regarding disclosure of any personal identifying information observed during the service of the equipment. Packaging, Packing, and Shipping Instructions The Contractor shall deliver all necessary items. 9. PLACE OF PERFORMANCE Installation will take place at the VA Central California Health Care System (2615 E. Clinton Ave, Fresno, CA 93703-2223). End of Statement of Work
