Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This new contract will be awarded to Strategic Industry who has performed similar work in recent months, can self-perform the work in a timely fashion and has material on hand. They are an SDVOSB certified contractor who can respond to the urgent and compelling requirement.
