The Government intends to evaluate quotes and award a contract without discussions (except clarifications). Therefore, the quoter s initial quote should contain the quoter s best terms from a price and technical standpoint. Award will be made to the responsible, lowest priced, technically acceptable quoter conforming to the solicitation. The following factor shall be used to evaluate offers: Price - Price will be evaluated and ranked according to price, from lowest to highest. Price will not be evaluated other than to ensure price is fair and reasonable. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
