Department of Veterans Affairs (VA) Network Contracting Office 21 (NCO 21) intends to award a sole source, firm fixed price contract for the Optilite, a Special Protein Analyzer that is capable of performing moderate-complexity quantitative Free Light Chain testing (Kappa and Lambda) with 3 option years of maintenance service. The analyzer and reagent used must have FDA 510(k) clearance for both the diagnosis and monitoring of multiple myeloma. This will be at the San Francisco VA Medical Center at 4150 Clement St. San Francisco, CA 94121 to The Binding Site, Inc. The authority for applying Other Than Full and Open Competition is 10 U.S.C.2304(c)(1) or 41 U.S.C.3304(a)(1) and is implemented for restricting competition on this procurement in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS: 334516/Size Standard: 1,000 employees THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any firm that responds must follow the instructions in the attached 1449. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance (see attached RFQ for response information). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. GREY MARKET ITEMS: The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or grey market items. All items must be covered by the manufacturer s warranty. The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer.
