The Department of Veterans Affairs, Northern California Healthcare System, intends to award a noncompetitive contract for replacement of a water-damaged ACC/GPA cabinet at the VA San Francisco Medical Center to Siemens Medical Solutions USA of Berkeley, CA. This announcement is for items for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for services available from one source. Items and services include replacement of the water-damaged cabinet with cabinet group ACC/GPA 095 (7T). RFPA 123MHz 8Kw (with exchange of old part, labor, travel, and shipping/crating/rigging/mechanical crew). Siemens is the only source known that can provide and install the replacement item. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by November 22, 2019 by 5:00 PM PST by sending an e-mail to Ronald.Donez@va.gov with the subject line Siemens cabinet replacement please have your firm information, point of contact, phone and e-mail address provided. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before this date will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available at this time and telephone requests will not be honored.
