This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of FAR 13.106-1(b)(i); only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The Department of Veterans Affairs, Network Contracting Office 21 intends to award a sole source, firm-fixed price contract to Salvation Army Harbor Lights for residential detoxification services to Veterans in San Francisco. Salvation Army Harbor Lights provides room and board in a safe, monitored environment for Veterans with serious mental health, and substance use conditions. Many of Veterans using the service are also homeless. The location of the facility allows for easy access to the San Francisco VA Healthcare System (SFVAHCS). In VISN 21, the San Francisco Bay area has the single largest concentration of homeless Veterans, and within the SFVAMC, the City & County of San Francisco has the largest concentration of homeless Veterans. Only one facility within the required market is available to meet the Government s needs Salvation Army Harbor Lights. There are no known facilities in the area other than Salvation Army Harbor Lights that can accommodate the volume the Government requires. This organization has a satisfactory history of serving homeless Veterans in coordination with the Veterans Administration and is American Disabilities Act (ADA) accessible. The shelter provides adequate placement services and case management to eradicate homelessness with the capability of housing Veterans, provide crisis intervention and case management. Accordingly, Salvation Army Harbor Lights is the only available facility capable of providing the required services without the Veteran s Health Administration experiencing unacceptable delays in fulfilling its requirements. The North American Industry Classification System (NAICS) code for this requirement is 624221 with a small business size standard of $11M. The service code is G099. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting supporting documentation including an authorized dealer/distributor letter. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis.
