The Department of Veterans Affairs, Northern California Healthcare System, intends to award a noncompetitive purchase order for ECRI software subscription for the VA s VISN 21 to ECRI of Plymouth Meeting, PA. This announcement is for items for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for services available from one source. ECRI Institute is the sole, proprietary provider of the unique research, and analyses, offered through the subscription, and holds the copyright, or other necessary proprietary rights, to the published materials provided via these membership programs. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by October 18, 2019 by 5:00 PM PST by sending an e-mail to Ronald.Donez@va.gov with the subject line ERCI Subscription please have your firm information, point of contact, phone and e-mail address provided. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before this date will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation documents are available at this time and telephone requests will not be honored.
