VHAPM Part 813.106 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C261-19-AP-3874 Contracting Activity: Department of Veterans Affairs, Network Contract Office 21 In support of: VISN 21, VA Fresno PR#: 570-19-3-795-0075 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Physiological monitoring network that allows patient physiological signals to be transmitted from bedside monitoring equipment through network switches to servers which in turn can be displayed on monitors at central monitoring stations. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This upgrade and expansion will give our staff better tools and resources to provide more effective care for our Veterans. System upgrade and equipment installation require a redesigned and expanded network infrastructure. The Contractor shall design and construct the expanded Carescape network to integrate with the medical center s existing GE Carescape network. The Contractor shall integrate government-furnished equipment with the Carescape network and provide all the necessary network components. Description of market research conducted and results or statement why it was not conducted: Market research has been conducted for this requirement in accordance with FAR Part 10, VAAR 810 and VAAM M810. It was found that there four (4) small business partners and two (2) are SDVOSB, who can sell both product and services from the name brand manufacturer GE Healthcare. Strategy: This is a name brand only requirement to accommodate previous products compatibility manufactured by GE Healthcare. I recommend we advertise 100% SDVOSBB set aside open market, brand name only who partner with GE. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
