The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office (NCO 21), Fresno, California intends to solicit quotes from contractors to provide Pharmacy Benefit Management Services for eligible veterans at VA Central California Healthcare System (VACCHCS) under a Firm Fixed Price Indefinite Delivery Contract. The VA anticipates issuing an RFQ for this requirement on or about November 19, 2019, to be posted in www.FBO.gov. This procurement will be solicited in accordance with FAR Part 12 Commercial Items and FAR Part 13.5 Simplified Acquisition Procedures. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the quote submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. The solicitation will be issued as a 100% Service-Disabled, Veteran-Owned, Small Business (SDVOSB) set-aside under NAICS code 524292, Third Party Administration of Insurance and Pension Funds, with a small business size standard of $35.0 Million. All interested parties must be registered as a SDVOSB in the U.S. Department of Veterans Affairs Vendor Information Pages (VIP) as of both the response due date of this solicitation and the date of contract award, as well as being registered in the System for Award Management (SAM) at www.sam.gov on the date of contract award. This is a Pre-Solicitation Notice only. This is not a request for pricing at this time.
