THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no competitive solicitation will be issued; however, any firm that believes it can meet these requirements or provide an equal service may give written notification to the contract specialist for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed below for the requested support/services. Responses are due by May 30, 2019 at 3:00 PM Pacific. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The VASNHCS has a requirement to provide Institutional Review Board (IRB) services for monitoring and review of all human subject research performed by the VA s Research & Development Committee (RDC). The IRB is a board, committee or other group formally designated by an institution to review, approve, require modification in, disapprove and conduct continuing oversight of human subject research in accordance with 38 CFR Part 16 and other applicable regulations. IRB services can only be provided by either an internal IRB or those of academic affiliates through a Memorandum of Understanding. The anticipated award date is 10/1/2019. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
