The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions. It is neither a solicitation announcement nor a request for proposals or quotes. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. Description of requirement and submittal requirements are below: The Contractor/ Diagnostic Radiologic Technologist Computerized Tomography shall provide all labor, materials, travel, lodging, supervision, personnel, to perform Diagnostic Radiologic Technologist Computerized Tomography. All services shall be performed on site at 975 Kirman Avenue Reno, Nevada at the VA Sierra Nevada Health Care System (VASNHCS). The Contractor/ Diagnostic Radiologic Technologist Computerized Tomography shall spend at a minimum of 40 hours a week with a maximum of 40 hours per week VA Sierra Nevada Health Care System. Period of performance: Date of Award through June 30, 2020 The Government requests capability statements and comments from interested businesses regarding the requirements described above. Responsible sources are encouraged to submit a response to this notice with a statement of interest on company letterhead. United States) 38 U.S.C. 8127 - 8128: Service-disabled veteran owned small business (SDVOSB) or Veteran owned small business (VOSB) concern must be registered and verified in VA's Vendor Information Pages (VIP) database at www.vip.vetbiz.gov to be eligible for award as a SDVOSB or VOSB if/when a solicitation is issued for this requirement as a SDVOSB or VOSB set aside. In addition, this requirement has been determined to be set aside as SDVOSB or VOSB acquisition, only SDVOSB or VOSB that respond to this specific notice with in the above stated due date will be eligible for award. A. SCOPE: The Diagnostic Radiology Technologist Computerized Tomography performs computerized tomography of the head, neck spine, chest and body. These exams are performed with and the use of contrast materials. The purpose of these exams is to achieve diagnostic studies to bring about proper diagnosis and treatment. The incumbent is required to perform radiographic examinations in three areas: (1) general radiography, (2) Operating room radiography (3) Cat scan. Technologist will be responsible for clinical and educational duties in all three areas. Schedules add-on exams in a manner so as to optimize scanner times while maintaining flexibility for emergency cases. This requires the ability to prioritize scheduled patients as well as the ability to accommodate the emergency patient who may need immediate emergency surgery, etc. Confers with radiologists to determine requirement of non-standard exams. Determines technical factors, positioning, number and thickness of scans, etc., to produce and satisfy requirements of CT scanning. Schedules add-on patients for examinations. Advises radiologists or referring physicians of examination results. Notifies them of scans requiring their immediate attention. Proficiently manipulates image data, utilizes multi-slice technology, generates diagnostic CTA, and multi-planar exams for interpretation. Performs peripheral and visceral angiography of the abdominal systems and extremities. These angiographic studies include renal, hepatic, mesenteric, aortic, femoral, etc. The exams involve the use of highly sophisticated x-ray equipment such as computerized fluoroscopy, pressure injectors, portable fluoroscopic units. Such procedures may be performed in the operating room. The purpose of these exams is to achieve diagnostic or therapeutic studies of the vascular systems. Performs myelography of the spine when required. The purpose of these exams is to achieve diagnostic studies of the spinal canal. Assists radiologists performing biopsies in Cat Scan. Performs most exams utilizing surgical sterile techniques. This requires "scrub-in technique," preparation of surgical trays, preparation of contrast, supplying of catheters and guide wires, sterile assurance of the patient and equipment that may come in contact with the sterile field with the purpose of assuring that all preventive measures have been taken to prevent contamination of the patient. This is done to minimize hazards associated with invasive procedures and involves the use of sterile packs, gloves, syringes, guide wires, catheters, cleanup trays, etc., after exam is completed. Adheres to hospital infection control and safety policies/techniques with emphasis on sterile technique; the storage of sterile supplies; the disposal of body fluids and sharps ; proper attire; hand washing practices; and continuing education. Works with the radiologist as a member of the surgical/radiographic team. Must assist and anticipate the needs of the radiologists and the performance of the exam. Must be continuously on the alert for the patient's condition, sterile field, catheter and guide wire sizes and configurations, etc. The alertness of the individual is essential to prevent contamination, recognize patient reactions, anticipate technique factor difficulties, etc. Prepares contrast materials that are used in CT/angiography and other exams. Improper use or administration of the contrast materials run the risk of patient mortality and, therefore, it is essential that a thorough understanding of the contrast material usage is possessed by those who prepare it. In addition, must be continuously on the alert to the patient's condition and other disorders. Reactions on the part of the patient require immediate attention so that harm does not come to the patient. Is certified to insert IV needles for administration of contrast material when necessary. Technologist will obtain I.V. consents on all patients as required and provide instruction to Metform inpatients. Practices radiation safety in order to reduce exposure to patients, staff and self. This is achieved by the use of lead aprons, lead gloves, lead shields, lead lined walls and collimation. Film badge will be worn on duty to assure compliance to radiation safety policy. The incumbent must also be aware of and practice the safety policies/procedures of the medical center and participate in quality assurance activities as directed. Performs reconstructions of CT and angiographic studies when requested or when part of a standard procedure. Follows department protocol for studies as requested. Maintains records and files of exams performed on patients. This includes the maintenance of patient logbooks registration and editing of patient exams in the computerized information system. All complications during exams will be logged and entered into the RIS. Transmits patient exams archived on Stentor PACS system to teleradiology providers and faxes patient data sheets to providers. Properly identifies patient images. This is essential so that mistaken identity of patient images does not occur. The technician must be certain that the patient I.D. band and the information on the request are identical. Technologist confirms patient identity by verbally confirming two identifiers- patient name and social security number. Responsible for explaining exams to competent patients in terms the patient will comprehend as well as understanding potential hazards that may occur as a result of the exam. May be required by procedure or patient s condition to monitor vital signs, recognize allergic reactions and initiate cardiopulmonary resuscitation. Responsible for stocking and inventory of all CT supplies and related materials. Confers with radiologists to ensure that specific procedural supplies are stocked. Notifies supervisor of inventory levels. Assists and trains less experienced technologist and radiology students. May be required to perform diagnostic radiographic examinations. Provides assistance to new medical clerks and volunteers in the service. Continually reviews new developments in the field of angiography and computerized tomography. Is continually on the alert to improve quality of exams utilizing the new technologies available. The purpose of this review is to provide the patients with the best possible scans for diagnostic purposes. B. QUALIFICATIONS: Prior to commencing work all contractor employees shall meet certain criteria to perform work under this contract as a Diagnostic Radiologic Technologist Computerized Tomography. Qualification documents must be submitted to the Chief of Radiology or his/her designee and be approved. All qualifications are subject to review by the VA Sierra Nevada Health Care System Chief of Staff and approval by the VA Sierra Nevada Health Care System Facility Director. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for Computed Tomography (CT) Certification: All applicants must be certified Basic Life Support (BLS). Education. Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from schools accredited by the ARRT and certification by the ARRT in radiology. English Language Proficiency. Diagnostic Radiologic Technicians must be proficient in spoken and written English in accordance with References: VA Handbook 5005/77, Part II, Appendix G25. This can be found in the local Human Resources Office. Physical Requirements: This position requires bending, pushing, pulling, reaching and occasional kneeling, and squatting; lifting, carrying, bending, and manipulation of equipment; patient assistance and positioning; walking and prolonged standing; the ability to read written orders, computer screens, patient records, and equipment controls; and the ability to communicate with patients, physicians, and coworkers. Near visual acuity to assess patient's physical condition when performing exams and evaluating images for diagnostic quality. Must be able to speak and hear to communicate with patients. Ability to make critical decisions, interact with patients of different ages and health conditions, maintain patient confidentiality, work under stressful conditions. Position requires incumbent to lift and/or carry 15 to 44 pounds.
