The Veterans Health Administration (VHA), Network Contracting Office 21 (NCO 21), is issuing Invitation for Bid (IFB) 36C26119B0014 to award a single, firm-fixed price contract for Project 612-400, Construct Primary Care Services, at the Department of Veterans Affairs Northern California Healthcare System (VANCHCS), Mather campus, located at 10535 Hospital Way, Mather, CA 95655, as required per drawings and specifications. The contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the construction of a new 14,857 BGSF (Building Gross Square Feet) Type II, two stories new building for Primary Care, compensation and pension, and VA/DOD integrated disability examination systems (IDES) programs, building 642. The magnitude of construction cost for this project is between $5,000,000.00 and $10,000,000.00 with a completion period of 425 calendar days after receipt of notice to proceed (NTP). The applicable North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction, and the small business size standard is $39.5 Million. Bidders must be a General Construction company with an approved NAICS Code 236220. All Bidders must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Bidders will be required to submit a bid guarantee with their bid. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an IFB conducted in accordance with Federal Acquisition Regulation Part 14 – Sealed Bidding. NOTICE TO PRIME (GENERAL) CONTRACTORS: (1) In accordance with (IAW) Federal Acquisition Regulation (FAR) Subpart 4.11, System for Award Management (SAM), the Bidder must be registered in the SAM database at https://www.sam.gov at the time a bid is submitted and prior to award. (2) This project is being solicited as a total (100%) set-aside for Service-Disabled-Veteran-Owned-Small-Business (SDVOSB) concerns. IAW Veterans Administration Acquisition Regulation (VAAR) 819.7001(a), SDVOSBs must have their ownership and control verified by VA and be listed in the Vendor Information Pages (VIP), https://www.vip.vetbiz.va.gov/, at the time of submission of bids and prior to award of any contracts. SOLICITATION and AMENDMENTS: All parties must obtain solicitation documents and amendments to the solicitation through beta.sam.gov. Hard copies will not be mailed. The Bidders must be registered in beta.sam.gov and have a Data Universal Numbering System (DUNS) Number, to download documents. Potential Bidders are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the responsibility of all Bidders to frequently check the website for all notices, amendment, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Bidder regarding the solicitation. May 27, 2020: The Pre-Solicitation for this requirement was issued on beta.sam.gov. July 19, 2020: IFB was issued on beta.sam.gov. July 22, 2020: IFB was updated concerning site vist date and location. August 5, 2020: IFB was updated to include Pre-Bid Conference Agenda and Site-Visit Sign-in Sheet August 14, 2020: Amendment 0001 was issued to mandate electronic bids and remote bid opening and to provide responses to vendor RFIs, to included additional attachments. August 18, 2020: Amendment 0002 was issued to provide remaining responses to vendor RFIs, to included additional attachments. August 20, 2020: Amendment 0003 was issued to extend the Bid Due Date and to provide responses to vendor RFIs, to include attachments. August 25, 2020: Amendment 0004 was issued to provide a final response to a vendor RFI concerning the Mather VA security system. August 31, 2020: IFB was updated to include Bid Opening Roll Call and Abstract of Bids.
