The VA Portland Healthcare System (VISN 5, HSA 5.1) seeks to establish a five-year Blanket Purchase Agreement for research-grade animal food and bedding under a brand-name requirement, with a firm-fixed-price purchase order anticipated. This unrestricted commercial products/services acquisition uses NAICS 311119, with a small business size standard of 650 employees. Performance will primarily be at the VA Portland Healthcare System Portland campus, VMU, 3710 SW U.S. Veterans Hospital Road, Loading Docks Building 101 and 103, Portland, OR 97239-2964, and other VMUs within VISN 5/HSA 5.1 may be added by written agreement. The period of performance is 01/01/2027 through 12/31/2031. Award will be made to the response most advantageous to the Government based on the evaluation factors in Section E of the attached RFQ, and offerors should submit their best terms and conditions.
