INTRODUCTION: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract to Project Number 663-21-100 Upgrade Exterior Security System, VA Puget Sound Health Care System, 1660 S Columbian Way, Seattle, WA 98108. DESCRIPTION: The Contractor shall furnish all supervision, labor and materials for the Seattle Division upgrading of the external security system across the bulk of its campus. This upgrade is constituted of traffic changes, emergency telephones, and additional security cameras across the campus B, C, D, and E parking lots. All planned upgrades must ultimately tie into the existing campus infrastructure, such as power and IT/Security control. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 238210 with a size standard of $25 Million. The solicitation is expected to be issued in November 2025. The period of performance is approximately 325-Calendar Days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $1,000,000 and $5,000,000. This notice is not a request for competitive offers.
