Inactive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)

The VA Portland Health Care System (VAPORHCS) seeks a contractor to provide completely disposable home sleep apnea testing (HSAT) kits via mail order directly to Veterans, with phone support on the scheduled test day and 24/7 vendor troubleshooting rather than relying on VAPORHCS staff. The contractor must support Type III sleep studies that capture respiratory airflow, respiratory effort, snoring, oxygen saturation, heart rate variability/arrhythmia, body position, and generate AHI/REI/CAI and AASM-compliant hypopnea reports. Data must upload through a patient smartphone app or an internally storing alternative device to a HIPAA-compliant, VA-approved cloud platform for VA physician review, with all devices/reports on the same platform. Devices must be FDA-cleared, lightweight under 100 grams, wireless/encrypted, clinically validated equivalent to lab studies, able to detect atrial fibrillation, Cheyne-Stokes respiration, positional AHI/REI, and include integrated Epworth/BMI questionnaires. The system must also provide customizable VAPORHCS reports and disposable, reusable, or recycling options as VAPORHCS anticipates increased use of home testing to reduce face-to-face care.
