Presolicitation Notice DESCRIPTION INTRODUCTION: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20 anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price Construction Contract to install a Lochinvar boiler and two water heaters at the Walla Walla WA VA Medical Center, 77 Wainwright Drive, Walla Walla, WA 99362. DESCRIPTION: The Contractor shall furnish all supervision, labor, and materials to remove and replace the failed boiler and two water heaters. This includes reconnecting the plumbing, exhaust, natural gas, electrical and controls, as they are currently configured. These must be installed by a licensed plumber in the state of Washington and familiar with installation of Lochinvar boilers. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS Code is 238220 with a size standard of $19 Million. The solicitation is expected to be issued in FY 2024. The period of performance is approximately 60-calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $250,000 and $500,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to susan.howe2@va.gov by August 12, 2024, at 8:00AM Pacific Time.  Telephone calls will not be accepted. Â
