The Department of Affairs Medical Center in Portland, Oregon requires contractors to provide Contract Residential Services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The HCHV program s Contract Emergency Residential Services (CRS) programs target and prioritize Veterans experiencing homeless who are transitioning from literal street homelessness, being discharged from institutions, including those in need of medical respite, and who recently became homeless and require safe and stable living arrangements while they seek permanent housing. Through the HCHV program, VA provides supportive services to Veterans and facilitates their access to a broad range of medical, mental health, and rehabilitative services. The purpose of this solicitation is to obtain offers from contracting agencies in surrounding areas within 15 miles of the Portland VA s Medical Center that can provide temporary housing and supportive services in a community-based setting to Veterans with special needs who are experiencing homelessness.
