This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Unrestricted/Open Market, Brand Name Or Equal To (BNOE) Sources Sought Notice/RFI is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following items (BNOE) for Boise VAMC: Items Requested: Inner Balance Bluetooth Wireless sensor (Item # 6450) (100 ea) emWave2 handheld technology unit (Item # 6320) (10 ea) HeartMath Clinical Certification for Stress, Anxiety and Emotional Regulation training (Item # Z5250) (5 ea) HeartMath Interventions Certification Training program - online training (Item # BDHMIP) (3 ea) Salient Characteristics: Must have Inner Balance sensor that can be used with multiple phone apps. Must have Ear Clip. Cable Length: 14 in (35.6 cm). Sensor must have Bluetooth Compatibility. Must be compatible with apps that give real-time HRV feedback. Must have audio that leads the patient through the Coherence technique. Patients must have ability to customize the screen. Must allow patients to track progress, keep journal notes. Equipment Specifications: emWave2: Portable training device/sensor utilized with compatible software to teach Heart Rate Variability (HRV)-like (HM calls it Coherence)biofeedback Can be cleaned and re-used across patients Includes four challenge levels Easy to read and understand LED display as well as audio feedback Entertaining coherence building tools Inner Balance: A personal biofeedback device provided to veterans to keep Compatible by Bluetooth to both Android and iPhone Useful device to teach group biofeedback Education/Training Specifications: HeartMath Trainings: For licensed health professionals such as health practitioners such as occupational/physical therapists as well as psychologists, MH therapists Teaches evidenced-based skills along with HRV Coherence software Improves stress and anxiety associated with sleep disorders, PTSD, ADHD, eating disorders, depression, acute anxiety, OCD, and other treatable conditions. Applicable Clause/provision for this sources sought notice: VAAR 852.212-72Â GRAY MARKET AND COUNTERFEIT ITEMS (MAR 2020) Â (a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. Â (b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. Â (c) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
