This solicitation is set aside for SDVOSB sellers under VAAR 819.7006. The Small Business Administration s Nonmanufacturer Rule is applicable to this acquisition. In order to satisfy this rule, all SDVOSB sources must provide a product from a small business manufacturer and provide proof of such. The size of the small business manufacturer is determined by the latest SBA size standard under the NAICS Code 339113 Surgical Appliance and Supplies Manufacturing. The SDVOSB offerors must satisfy the requirements of 13 CRF 121.406(b)(1)(i), (b)(1)(ii), and (b)(1)(iii) under the Nonmanufacturer Rule. The end item must also be a domestic end product under the Buy American Act. Any responses outside of this defined scope of source will be considered unresponsive. There will be no class or individual waivers sought under Non manufacturer Rule for this potential acquisition.
