This is a combined synopsis/solicitation for Tele Town Hall services for all VISN 20 locations as prepared in accordance with the format in Subpart 12.6, as supplemented in the attached Request for Quotes (RFQ). A firm-fixed price, Blanket Purchase Agreement (BPA) is anticipated. Simplified Acquisition Procedures IAW FAR 13 will be used. This announcement constitutes the only solicitation. The solicitation number is 36C260-23-Q-0351 and is attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 dated 12/30/2022. This solicitation is set aside 100% for Small Businesses and the associated NAICS Code 517810, All other Telecommunications, has a small business size standard of $35M. Period of Performance will be a base plus one option year. Base Year: Date of Award 02/29/2024 Option Year One: 03/01/2024 02/28/2025 Service Location: Multiple locations, see attached 1449 Section B.2, Performance Work Statement Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side-by-side comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. FEDRAMP certification applies to this requirement. FedRAMP data security categorization is low level. No task orders shall be placed until Authority to Operate (ATO) is in place. Quotes must be emailed to Amy.Kuczajda@va.gov and received no later than 5pm MST on 03/10/2023. Quotes may be submitted on the attached RFQ or the vendor s own form.
