DESCRIPTION This is a SOURCES SOUGHT NOTICE (36C26023Q00343) in support of the Department of Veteran Affairs Roseburg VA Medical Center in Roseburg, OR for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. This notice shall not be construed as a request for proposal/request for quote or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary- it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. Interested parties will be required to respond separately to any solicitations posted in the future as a result of this sources sought notice. The largest a firm can be and still qualify as a small business for Federal Government programs is a size standard of $16.5M. The response must address key criteria: A. Provide the approach as how your company would perform complete testing and maintenance of the electrical distribution system throughout the Roseburg Veterans Administration Medical Center campus located in Roseburg, OR. B. Describe how the Electrical Engineer is a licensed professional engineer and has at least five years of experience in performing power system studies or demonstrate an equivalent level of proficiency in performing and interpreting power system studies. Within this description, please include the understanding and methodology of how the engineer would provide the engineering analysis, short circuit study, coordination study, and arc flash study in accordance with NFPA 70E and VHA Directive 1028 for the entire campus. C. Describe how the detailed test plan would encompass the proposed method of testing, sample test reports, proposed project schedule, and how coordination of shutdowns would occur. D. Describe if you think the draft scope of work s period of performance is or is not reasonable in your opinion, and if not, why. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. The capabilities will be evaluated solely for the purpose of determining to set-aside for the one of the socio-economic categories listed above or to conduct as an unrestricted procurement. Other than small businesses may respond to this notice in the event the market does not indicate small business interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who are interested in the following project, Roseburg Electrical Study: The project will be two parts - part one is conducting the electrical study (survey) to ensure 100% compliance with VHA Directive 1028. Part two will be a firm fixed price maintenance work to test breakers and may include breaker replacement if a breaker fails. A partial draft scope of work is below for review. DRAFT SCOPE OF WORK: The purpose of this survey and maintenance work is to ensure 100% compliance with VHA Directive 1028 All work shall be accomplished in strict compliance with current editions of NFPA-70E, (Standard for Electrical Safety in the Workplace), NFPA-70B (Recommended Practice for Electrical Equipment Maintenance), ANSI-MTS (American National Standards Institute Maintenance Testing Specifications for electrical); and IEEE 242-2001, Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems. All survey work will be accomplished on energized equipment unless an outage is required due to specific equipment safety conditions. All maintenance and repairs will require an equipment outage. The electrical deficiency corrections shall be conducted by a team of licensed electricians under the authority of the lead Electrical Professional Engineer of the contractor. The contractor shall have replacement parts and equipment available. Repairs will consist predominantly of circuit breaker panel replacement and possible circuit breaker panel replacement (all new panels are to receive double hinged doors). The contractor shall prepare complete Short Circuit and Coordination studies including voltage drop calculations on the entire electrical system/s (both normal and emergency). The study shall begin at the incoming utility electrical service (for the normal system) and at the emergency generators (for the emergency system) and continue through to each branch circuit panelboard, motor control center or motor control panel in each building. The study shall include a system one-line diagram; Short Circuit and ground fault analysis, protective coordination plots, voltage drop calculations. Deliverables: 60% submission SHALL include: Letter from local electric utility provider (Pacific Power) indicating the available fault current at the point of service. Executive Summary. Minutes of the Entrance Briefing to include VHA Directive 1028 and Compliance Survey. Analysis and calculations for the Primary Distribution System and partial Secondary Distribution System for each building including switchgear, switchboard, and distribution panel, etc. The analysis shall include Short Circuit Study and Protective Device Coordination Curves. The analysis shall be based on the actual device data (including but not limited to fuses, breakers, and relays). 90% submission SHALL include: All Content from 60% submittal (including updates below) Deficiencies report and cost estimates. All comments from 60% submission with annotations and responses. All items identified in Para. 5, Specific Scope, as a separate Tab or Section to include: Full Campus SKM and Traditional One-Line Diagrams Note equipment not in service Grounding Analysis Short Circuit Study Hazard-Risk Table Coordination Curves Voltage Drop Calculations Emergency Power Analysis Recommendations Protective Device Settings Excel spread sheet for devices that require adjustments Cost Estimates Facility Condition Assessment (FCA) Excel spreadsheet Deficiency Report Cost Estimate Excel spread sheet MS Project outage schedule for testing and maintenance Completed analysis and calculations for the entire Primary and Secondary Distribution. Completed one-line diagrams. Each building on the Building List that is attached to the Scope of Work shall be identified on the diagrams. For Final Submission, provide two digital copies (compact disc) of the electrical system study (including data files). One original document of Final Submission shall be sent to the COR at the VAMC and shall include: A completed Report, including all corrected data from the 60% and 90% submittals and the coordination curves shall be in color. The completed report shall include an Executive Summary directed to the Medical Center Director or designee that includes a prioritized overview of the deficiencies found and the potential consequences if such deficiencies are not corrected. Responses to the 60% and 90% submission comments from the VAMC Peer Review including annotations and response. Digital copy (CD) of the entire report including all SKM data, AutoCAD, Word, Excel files and PDF. Color photos that show devices listed on the deficiency report. Arc Flash Hazard Warning labels compliant with requirements of latest NFPA 70E edition. NOTE: Arc Flash Hazard Warning labels need only to be provided to the VAMC. Provide final report with stamp and signature by a Licensed Professional Electrical Engineer. Period of Performance: 238 days Qualifications: The short-circuit, protective device coordination and arc flash hazard analysis studies shall be conducted under the supervision and approval of a Registered Professional Electrical Engineer skilled in performing and interpreting the power system studies. The Registered Professional Electrical Engineer shall have a minimum of five (5) years of experience in performing power system studies or a proven equivalent level of proficiency. The Contractor or approved engineering firm shall demonstrate experience with Arc Flash Hazard Analysis by submitting names of actual arc flash hazard analysis it has performed in the past. The lead electrician contractor must hold a level three (3) or higher electrical testing certification with five (5) years of experience performing medium voltage repairs and maintenance. The certification shall be in accordance with ANSI/NETA ETT, Standard for Certification of Electrical Testing Technicians.
