Project 668-18-109, Refurbish and Upgrade Elevators in Bldg 1 and 27 Page 1 of 5 DESCRIPTION This is a SOURCES SOUGHT NOTICE (36C26023Q0262) in support of the Department of Veteran Affairs Mann-Grandstaff VA Medical Center in Spokane, WA for market research purposes only to determine the availability of potential businesses with capabilities to provide the requirement described below. This notice shall not be construed as a request for proposal/request for quote or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary- it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice. Anticipated North American Industry Classification System (NAICS) code is 236220 Commercial and Institutional Building Construction. The largest a firm can be and still qualify as a small business for Federal Government programs is a size standard of $39.5M. Interested parties are invited to respond via e-mail to ty.draszt@va.gov. Provide the approach as how your company would perform and meet the expectations in the scope of work at the Mann-Grandstaff Veterans Administration Medical Center campus located in Spokane, WA. B. Describe how the contractor qualifications are met. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. The capabilities will be evaluated solely for the purpose of determining to set-aside for the one of the socio-economic categories listed above or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who can provide the following scope of work: 1) SCOPE OF WORK General Provide construction services to include labor, materials, tools, equipment, transportation, supervision, and other services necessary for Project 668 18 109, Refurbish and Upgrade Elevators in Bldg 1 and 27 at the Mann Grandstaff VA Medical Center, Spokane, Washington. Scope of work is indicated below. Total project duration shall be 900 calendar days. Scope of Work See attachments to this document. Scope includes the complete removal and replacement of all elevator equipment for elevators P1, P2, S3 and P4 in the elevator hoistway and the elevator machine room. Performance of Work Where conflicts exist between this SOW and the project specifications, this SOW takes precedence. The attachment to this document Additional Scope Pharmacy Impact clarifies work required by Project Drawings sheet GC102 keynote 1. This scope of work shall be complete prior to the beginning of phase 2 as shown on project drawings. The attachment to this document SPEC 01 00 00 takes precedence over and replaces SPEC 01 00 00 in the attachment to this document Project Specifications . As stated in 1.6.H.1 of the attachment to this document SPEC 01 00 00 , Contractor shall include all provisions required to ensure two of the three elevators in Building 1 (identified as P1, P2 & S3 on the drawings) are operational at all times. However, the medical center can allow for both passenger elevators to be shut down each night from 7pm 4am as follows: During phase 1 and phase 2, when each passenger elevator is under construction, the other passenger elevator which remains operational can be parked at the basement level each night at 7pm provided it is put back into service the following morning at 4am (total down time of 9 hours). The contractor is responsible for posting signage stating the operational passenger elevator is temporarily out of service and direct patients/staff/visitors to use the service elevator during this time. The contractor is responsible for removing the signage each morning when the passenger elevator is put back into service. The intent of this clarification is to provide the contractor with a safe working environment within the shared passenger elevator hoistway for a 9 hour period each night. Shutting down an operational elevator represents an interrupted utility service and the requirements of SPEC 01 00 00 part 1.6.J.1.b shall be met. As stated in 1.6.I of the attachment to this document SPEC 01 00 00 , When a building and/or construction site is turned over to Contractor, the Contractor shall accept entire responsibility including upkeep and maintenance of the building and/or construction site: . Upkeep and maintenance of the elevators (identified as P1, P2, S3 & P4 on the drawings) shall include, but not be limited to the requirements in the attachment to this document Supplement to SPEC 01 00 00 Part 1.6.I . As it relates to the Temporary ICRA Barriers note THE DUST BARRIER MAY NOT BE UP FOR LONGER THAN ONE WORK SHIFT on drawing sheet A 601, one work shift shall be 12 hours. Insulate all HVAC piping per SPEC 23 07 11 part 3.1.B without exception. If there is information missing from the insulation schedule in SPEC 23 07 11 part 3.4, ask for clarification. All HVAC piping shall be insulated, including but not limited to chilled water supply, chilled water return, refrigeration suction line and refrigeration liquid line. The insulation schedule in SPEC 23 07 11 part 3.4 does not show refrigeration liquid line. For refrigeration liquid line use the same thickness of insulation as used for the refrigeration suction line. Clarification for SPEC 14 21 00, 2.6.C: Providing controller with wiring and components for additional future travel is not required. Clarification for condensate detail 1/M501: Route to existing roof drain. Drafting and Drawing Standards Adhere to the National CAD Standards (NCS) available at the website of the National Institute of Building Sciences, Building Smart Alliance. [http://www.buildingsmartalliance.org] Standards include, but are not limited to: layer naming, sheet naming, file naming, and organization of drawing sets. Sheet Numbers and File Names Use the NCS system for sheet numbering and drawing organization, (i.e. A 201 for Architectural Elevations, MH 501 for Mechanical HVAC Details, etc.) Sheet numbers are to be a single line of text. i.e. A 201 not A201 Provide sheet numbering: SHEET OF based on the total number of sheets. Sheet numbering is not required until the Bid Document, Conformed Documents and As Built sets. File names must be straight forward and not cryptic. They should match the drawing number. (i.e. A201.dwg or the A/E s project number_A201.dwg ) Room numbers Coordinate room numbering with the medical center. The room numbers on the drawings must match the room numbers that the VA intends to use. Text Text shall be 1/8 minimum height. 3/32 is allowed for details. Do not use stacked fractions. This applies to all notes and dimensions. Where practicable, avoid special AutoCAD characters (i.e. Use DIA instead of the special character for diameter: %%C.) Use font: Calibri or Arial; or submit a similar font to the COR for approval. Miscellaneous All drawings must be set up using Paper space / Model space. Everything must be drawn to scale at full scale (i.e. A 36" door must be drawn 36" wide) The colors of all entities should be BY LAYER with few exceptions. Drawing files with external references or special fonts are not acceptable. When blocks are created, the elements of the block should be drawn with color BYLAYER on layer 0. Blocks shall be drawn to scale. When keyed notes are used, provide leaders pointing to an appropriate place. It is not enough for the keyed note to be near the item. It should point to it. Significant deviations from these standards will be corrected by the A/E at no cost to the Government. The final drawings submitted by the A/E shall be originals and shall be the result of his field check, and shall not be take offs or tracings, for any drawings or other information provided. Each drawing file shall be completely independent of any data in any other file, including fonts and shapes not included with the basic CAD software program utilized. Software Use the current version of Autodesk Revit or AutoCAD for design and provide the files in .dwg to the VA if requested. Test the exporting process to ensure that the exported .dwg will be usable by the VA and will comply with these drafting standards. VA CAD Tools The following tools are available at the website of the VA Office of Construction & Facilities Management, Technical Information Library. [http://www.cfm.va.gov/til/projReq.asp] NCS.ctb is a plot style table containing all VA and National CAD Standard compliant Pen Weights and Colors. Use of this .ctb is required. NCS.lin is a linetype definition file that contains special linetypes like fire alarm, high pressure steam, fence, etc. Using this linetype file is optional. Cover Sheet An AutoCAD example of the Cover Sheet will be furnished by the COR. Information on the Cover Sheet may be rearranged and other information may be added, if space allows. All Spokane VA projects start with 668 . Submittal Date fully spelled out (i.e. February 16, 2012) Spokane map showing the location of the VA (included on the Cover Sheet example that is furnished by the COR) VAMC campus map showing project location (included on the Cover Sheet example that is furnished by the COR) Index of Drawings List of the members of the A/E s design team and their disciplines. Phone numbers are not required. Title Block (including date and project status. See note on Title Block below) Design Approval sign off sheet. (At the Bid Documents phase the COR will provide a 17 x11 PDF with design approval signatures. The A/E will import this PDF into the cover sheet.) Symbols and abbreviations are required on the drawings but are not required to be on this sheet. Photos and renderings may also be on the Cover Sheet but are not required as part of the documents. Title Block Use the standard Spokane VAMC title block on the TIL Include the building number(s) in the Project Title. For renovations and remodel projects, include in the Project Title a generic description of the location of the project, (i.e. Building 1, 4th Floor North) Do not include VA or VAMC in the Project Title Indicate the status of the project (i.e. 65% SUBMITTAL) The A/E s seal is not required until the Bid Documents submittal and the Conformed Documents submittal Provide the date in this format: MM/DD/20YY (i.e. 02/16/2016) Drawing Sheet Dates and Revisions The date for a submittal is to be consistent throughout the entire set. The date on the Title Block is to correspond to the submittal date and change with each submittal. The date for the 100% Submittal (Bid Documents) is to be the final date change for the Title Block. After this time when a drawing is re issued, the REV section on the Title Block is to be used. When a drawing is re issued the next highest revision number is to be used for all drawings, even though most sheets will skip some revision numbers. Document transmission Where conflicts exist the following takes precedence over PG 18 15. VA email servers limit file sizes to 5MB per message. Contractor shall provide a secured File Transfer Protocol (FTP) site to transfer all contract electronic submittals. The contractor shall send a corresponding email to the COR stating a file is ready for review for each electronic submittal FTP upload. FTP shall be accessible by VA staff using Government Furnished Equipment (GFE). Discs must be labeled with the following: Project Title. Include the building number(s) and floor number(s) if applicable. VA Project Number Content (i.e. Drawings and Project Manual) Status of Project (i.e. Bid Documents, Conformed Documents or As Builts) Date: The date written on the CD is to match the official date of the documents. AutoCAD Drawings Use "eTransmit" to package all AutoCAD files into file folders. (Use eTransmit to file folder rather than eTransmit to zip file. ) File Organization File names are to be self explanatory. Data must be organized into clearly labeled file folders. Folder names must begin with the issue date and include the status of the project. Use the following format: 2016 02 16 specs bid set 2016 02 16 DWGs bid set (for AutoCAD drawings) 2016 02 16 PDFs bid set (for PDF drawings) 2016 02 16 cost estimate bid set PDFs PDF drawing files should be created with one PDF file for each discipline (civil, architectural, etc.) At the 100% Bid Documents submittal and the Conformed Documents submittal, the Project Manual must be combined (in the appropriate order) into one PDF file. If the file exceeds the 25 megabyte limit, break it down into smaller pieces with logical breaking points. PDF drawings must be up side up. As Built Drawings and Owner s Manual. The contractor shall deliver the as built drawings and owner s manual to the COR within thirty (30) days after substantial completion. 2) Contractor Qualifications Example projects shall include the following information: Project title and location. Original contract award amount. Original contract finish date. Points of Contact: Point of Contact (POC) as well as two alternate Points of Contact, to include the name, job title of the POC, address, telephone, and e mail address. The POC and alternates shall be familiar with the construction performance of the proposer and be a representative of the owner/customer, not affiliated with the proposer. The POC and alternates shall be able to verify the experience cited. Role of the proposing firm on the project, including a clear designation of whether the Offeror was the prime contractor. Personnel on the project that are proposed to be utilized for this project. Qualifications Contractor shall submit certificates stating the following: Elevator contractor is currently and regularly engaged in the installation of elevator equipment as one of his/her principal products. Elevator contractor shall have ten (10) years of successful experience, trained supervisory personnel, and facilities to install elevator equipment required by this contract. Provide at least three (3) example projects the elevator contractor has completed in the past ten (10) years. Projects submitted shall include the following: new elevator installation, traction elevator with at least six (6) stops, hydraulic elevator with at least three (3) stops. Each project submitted does not need to feature all these criteria, but the three (3) submitted projects together need to feature all these criteria. Elevator contractor is currently and regularly engaged in the maintenance of elevator equipment as one of his/her principal products and shall maintain elevators until Government acceptance. Maintenance services shall be rendered within one hour of receipt of notification. Contractor maintains the quantity and quality of replacement parts in stock necessary to warranty continued operation of the elevator installation. Elevator mechanics (installer) shall have at least five (5) years (post apprenticeship) of successful experience, trained supervisory experience, and be appropriately certified. This requirement applies to any elevator mechanic that works on the MGVAMC elevators. Certificates shall be submitted for all workers employed in this capacity. All elevator mechanics shall be licensed by the State of Washington. All elevator mechanics shall be licensed technicians who are approved through the National Association of Elevator Contractors (NAEC) as (CET) Certified Elevator Technicians. All elevator mechanics shall provide a certificate of completion indicating they have successfully passed a Mechanic Examination approved by the U.S. Department of Labor, or a certificate of completion of a registered apprenticeship program. Elevator Apprentices shall be involved in the (CET) Training Program. Welding at the project site shall be performed by certified welders who have previously qualified by test as prescribed in American Welding Society Publications AWS Dl.1 to perform the type of work required. Certificates shall be submitted for all workers employed in this capacity. Electrical work shall be performed by a Licensed Master Electrician and Licensed Journeymen Electricians as requirements by NEC. Certificates shall be submitted for all workers employed in this capacity. Approval will not be given to elevator contractors who have established on prior projects, either government, municipal, or commercial, a record for unsatisfactory elevator installations, have failed to complete awarded contracts within the contract period, or do not have the requisite record of satisfactory performing elevator installations of similar type and magnitude. Quality Control Identify as Contractor Quality Control (CQC) System Manager an individual within the onsite work organization that is responsible for overall management of CQC and has the authority to act in all CQC matters for the Contractor. The CQC system manager is on the site at all times during construction and is employed by the General Contractor. The CQC system manager is required to have a bachelor s degree in Engineering, Construction Management, or Architecture from an accredited university. The CQC system manager is required to have a minimum of 5 years experience (within the last 10 years) performing as a CQC system manager on projects similar in monetary size and/or scope to this project. Provide qualifications (in resume format). Include information regarding bachelor s degree. Provide at least two (2) projects, which included elevator work, completed in the past ten (10) years for which the proposed person served as the CQC system manager. Projects submitted shall include the following: a new elevator installation and an elevator with at least six (6) stops. Each project submitted does not need to feature all these criteria, but the two (2) submitted projects together need to feature all these criteria. Provide certificate of completion from the Construction Quality Management (CQM) for Construction course. This course is periodically offered by the Naval Facilities Engineering Command and the Army Corps of Engineers. Project Superintendent Identify the project superintendent for this project. The project superintendent is on the site at all times during construction and is employed by the General Contractor. The project superintendent is required to have a minimum of 5 years experience (within the last 10 years) performing as a project superintendent on projects similar in monetary size and/or scope to this project. Provide qualifications (in resume format). Provide at least two (2) projects, which included elevator work, completed in the past ten (10) years for which the proposed person served as the project superintendent. Projects submitted shall include the following: a new elevator installation and an elevator with at least six (6) stops. Each project submitted does not need to feature all these criteria, but the two (2) submitted projects together need to feature all these criteria. Changes to Personnel Replacement personnel shall be required to have qualifications and experience meeting or exceeding those identified in the Contractor s original proposal. The Contractor shall obtain the Contracting Officer's written consent before making any substitutions for the personnel designated in the Contractor s original proposal.
