Fourth Plain Blvd, Bldg. 17 Suite B428, Vancouver, WA 98661, in support of VISN 20 Portland VA Health Care System at 3710 SW US Veterans Hospital Road, Portland, OR 97239-2964. Funding for this procurement actions is provided through 2237 number 648-23-4-5106-0029. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Portland VA HCS has 88 Stryker Stretchers. The equipment is required to be maintained due to direct patient care and is owned by the Government. Most government owned equipment is less than 5 years old and has not exceeded its life expectancy. Base + 4 Option Years with performance 07/01/2023-06/30/2028 total award amount $206,277.20. 0001 Base 07/01/23 06/30/24 1001 Option 1 07/01/24 06/30/25 2001 Option 2 07/01/25 06/30/26 3001 Option 3 07/01/26 06/30/27 4001 Option 4 07/01/27 06/30/28 $206,227.20 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Stryker Stretcher annual maintenance services are only provided on said stretchers from the manufacturer. Stryker does not train non-company personnel on its stretcher maintenance. The Joint Commission regularly reviews the stretcher maintenance procedures. Due to the need for OEM replacement parts award is required to include VAAR Clause 852.212-71 prohibiting grey market products. Therefore, only contractors providing documentation as an OEM authorized distributor can be considered for award. Description of market research conducted and results or statement why it was not conducted: Market research was conducted collaboratively with NCO 20 Contracting and the Portland VAHCS Facilities Department. IAW FAR Part 10, VA Acquisition Regulation (VAAR) 810.001-70 Market Research Policy, and PPM 2016-05(Revised Aug 2019). Searches conducted of the commercial marketplace conclude that this requirement can only be met by the original equipment manufacturer for the required parts and services. Additionally, the OEM has provide documentation Stryker is the only authorized provider of Services and Replacement Parts for the existing Stryker Stretchers in service at the Portland VAHCS. A search of the VIP database identified 36 registered contractors for applicable NAICS code 811210. However, due to the sole source nature of the requirement there is no reasonable expectation that any SD/VOSBs will be able to meet the requirement.
