This notice shall not be construed as a request for proposal/request for quote or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Response is strictly voluntary- it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. Provide the approach as how your company would perform complete testing and maintenance of the electrical distribution system throughout the Mann-Grandstaff Veterans Administration Medical Center campus located in Spokane, WA. B. Describe how the Electrical Engineer is a licensed professional engineer and has successfully performed at least 3 projects of this size and scope in the past 10 years at a VA medical facility which required compliance with VHA Directive 1028. Within this description, please include the understanding and methodology of how the engineer would provide the engineering analysis, short circuit study, coordination study, and arc flash study in accordance with NFPA 70E and VHA Directive 1028 for the entire campus. C. Describe how the detailed test plan would encompass the proposed method of testing, sample test reports, proposed project schedule, and how coordination of shutdowns would occur. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined below. The capabilities will be evaluated solely for the purpose of determining to set-aside for the one of the socio-economic categories listed above or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs is looking to obtain information on companies who can provide the following scope of work: 1) SCOPE OF WORK Perform complete testing and maintenance of the electrical distribution system throughout the Mann-Grandstaff Veterans Administration Medical Center campus and buildings for all switching equipment and bench testing/calibration of all breakers 250 amps and larger. Breakers 225A and below require manual testing along with an open/continuity test with a meter. New breakers may be substituted at owner s discretion. Efforts have been made to provide a complete list of components that require testing, however omissions may be present. All existing components shall be inspected and tested as applicable whether or not they are specifically listed within the scope. All work to be accomplished IAW VA Directive 1028 dated Feb 24 2020, and other references listed on section 2.E of this document. Prior to commencement of the testing procedures, the testing firm shall survey, catalog, visually inspect, and perform infrared scan for all components of the facility electrical distribution system. Provide infrared pictures of problem connections and recommendations for corrections. All new systems that are under contractor warranty and have been placed into service within one year of NTP do not require testing but shall be visually inspected and infrared scanned. Provide an engineering analysis, short circuit study, coordination study, and arc flash study in accordance with NFPA 70E and VHA Directive 1028 for the entire campus electrical system. Label all components (panels, transformers, and MV switches), including weatherproof labels for all exterior equipment on both the interior and exterior of the doors that will remain legible for a minimum of three years. Provide a preliminary report including infrared test results, visual inspection results and repair recommendations. Any accessible bolted connections noted for correction during infrared are to be re-torqued to manufacturers specifications with a calibrated torque wrench during contractors follow-on visit. All work shall be conducted between the hours of 6:00 pm and 6:00 am, Monday thru Friday and from 6:00 am Saturday thru 6:00 am Monday. In critical areas of the hospital such as radiology (xray rooms, MRI, & CT), ER, OR, ICU, ACU, pharmacy, lab, etc. the hours shall be between 10:00PM to 6:00AM as coordinated well in advance with the medical center. Contractor shall submit a detailed testing schedule of all areas for VA review and approval. Extensive coordination and flexibility will be required by all parties. Workers will need to be escorted by VA personnel at all times. Perform complete testing and maintenance on the following distribution switchboards: Bldg 19 Switchboard A Serving bldg 1. Bldg 19 Switchboard B Serving bldg 1. Bldg 2 Boiler Plant Switchboard and Motor Control Centers. Bldg 2 Chiller Plant Switchboard/MCC. Bldg 12 Nursing Home Care Unit (NHCU Switchboard). Bldg 1 Specialty Care Addition Switchboard EDSS Switchboards and Automatic Transfer Switches NDSS Switchboards and Automatic Transfer Switches Building 38 Medium Voltage Switchboard Building 39 Medium Voltage Switchboard Building 1 EQ1 switchboard Building 40 Normal Power Switchboard Building 40 Emergency Power Switchboard Bldg 44 Switchboard and Panels Perform complete testing of all breakers 250 amps and larger. Removal & bench testing is not required if it is practical to test the breakers in place. All breakers with electronic trip units may be tested utilizing secondary injection. This also applies to breakers within Motor Control Centers. There are approximately 100 breakers that are 250 A and larger, approximately 45 of those have electronic trip units. Contractor to review drawings and site conditions as required to accurately determine the number of breakers and conditions affecting their testing. The facility has no fuse molded case breakers Distribution Panel and Motor Control Center (MCC) Testing and Maintenance; All panels throughout the facility shall be visually inspected and an infrared scan performed. All breakers less than 250 amps shall be actuated and tested with a continuity meter as required to prove positive disconnect in the off position. Vacuum all panels Verify all panel schedules are current and in place. Contractor shall replace all stripped screws in panel fronts and dead fronts by tapping the hole and installing the next SAE sized screw. Tap all holes in the panel so that all cover screws match in size in each panel modified. (No self-tapping screw shall be used). VA will supply contractor with screws approved for panel covers. Busways: visually and thermally inspect, check security of all connections, perform maintenance on all disconnects and breakers as specified, vacuum all enclosures. Perform testing and maintenance on all breakers in the Essential Distribution Synchronizing Switchboard s (EDSS), and Normal Distribution Synchronizing Switchboards (NDSS) as specified. L) Perform Testing and Maintenance on all Transformers. Conduct visual and infrared inspection of all 15KVA feeders and associated load breaks at all medium voltage above ground electrical switches. Perform inspection and testing of all automatic transfer switches. In addition to the ATS s listed in 1.N, perform thermal testing of the ATS located in Bldg. 44, new Boiler Plant, located in LV Switchboard B. Disconnects: There are eight disconnects upstream of panelboards which must be tested. Visually and thermally inspect the disconnects, check security of all connections, perform maintenance, and vacuum all enclosures. Three disconnects are located outside the southwest corner of Bldg. 33, associated with panelboards A, B and C. Two disconnects are located near transformer T-16, associated with Bldgs. 30 and 33. Three disconnects are located in Bldg. 1 basement, associated with transformers TLV1, TLV2 and TLV3. 2) SUBMITTALS: Qualifications: Submit, with proposal, the following: Contractor qualifications, testing equipment to include calibration certification, name and qualifications of persons performing testing and/or maintenance as required under the terms of the contract. Testing Plan: Submit to the COR, within 30 days after project award, the following: Submit a detailed test plan including proposed method of testing, sample test reports, and proposed project schedule. Note all required shutdowns and coordinate with COR. Update schedule weekly and review with the COR. Test plan report shall be typed and/or computerized reporting system. Certification: At completion of testing, deliver to the COR two copies of the following: Certification that all testing has been completed in accordance with the contract requirements. Reports: Submit to the COR, within 180 days after completion of testing, the following: Notification to the COR shall be submitted in writing immediately, describing any critical conditions, including recommendations for corrective action. Contractor shall note that emphasis and clarity should be placed on identifying location, and observed code deficiencies in order that information gathered may be properly evaluated. Provide two hard copies and an electronic copy to the COR of all devices on which testing/maintenance was performed. Provide two hard copies and one electronic copy of the Arc Flash Analysis Report, Short Circuit Study Report, Coordination Study Report, and certified copies of the Electrical Distribution System Test Final Report. Any discrepancies noted shall be identified as to code violation and NEC Chapter and Paragraph. Applicable References: All inspections and field tests shall be in accordance with the latest edition of the applicable IEEE and ANSI codes, standards, and specifications, including, but not limited to: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 99, Healthcare Facilities Code NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S. InterNational Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. VHA Directive 1028, Electrical Power Distribution System NFPA 780, Standard for the installation of Lightning Protection Systems Applicable OSHA guidelines 3) QUALIFICATIONS OF ELECTRICAL ENGINEER Electrical engineer shall be regularly engaged in the testing of electrical equipment devices, installations, and systems. Electrical engineer shall regularly perform overcurrent protective device short circuit, coordination and arc flash studies. Electrical engineer shall be a licensed professional engineer. Electrical engineer shall have successfully performed at least 3 projects in the past 10 years at a VA medical facility which required compliance with VHA Directive 1028 4) QUALIFICATIONS OF TESTING FIRM Testing firm shall have successfully performed at least 3 projects in the past 10 years at a VA medical facility which required compliance with VHA Directive 1028, and specifically: Testing firm shall have implemented all the requirements of VHA Directive 1028, paragraph 8.j, Testing and Maintenance. The prime contractor testing firm shall be an independent testing organization which can function as an unbiased testing authority, professionally independent of the manufacturers, suppliers, and installers of equipment or systems evaluated by the testing firm, except as explicitly noted in this document. All Schweitzer equipment must be serviced by factory authorized personnel. Any repairs to medium voltage equipment must be performed by factory authorized personnel. The testing firm shall be regularly engaged in the testing of electrical equipment devices, installations, and systems. The lead, on site, technical person shall hold a current certification in one of the following: NETA (InterNational Electrical Testing Association) Certified Technician/Level III or Certified Senior Technician/Level IV NICET, (National Institute for Certification in Engineering Technologies) Engineering Technician/Level III or Senior Engineering Technician/Level IV specifically in Electrical Testing Technology. Or a recognized national or state certification in electrical testing and maintenance that is acceptable to the VA. The testing firm shall perform the work utilizing technicians who are regular employees of the firm and shall not sub-contract the work to a local electrical contractor. The testing firm shall submit proof of the above qualifications with bid documents when requested. Contractor shall be fully qualified to protect their employees, MGVAMC staff and patients from exposure to infectious agents present in or introduced into the hospital. 5) DIVISION OF RESPONSIBILITY The government shall notify the contractor when equipment becomes available for maintenance tests. Work shall be coordinated to expedite project scheduling. The government shall supply the previous combined electrical distribution system test report, previous coordination and arc flash study, and current one-line diagram. Complete as-builts are not available. The government will provide a limited number of escorts to unlock doors and coordinate shutdowns. The escorts will not be electricians and most will not have any 70E training. Contractor shall provide all labor not expressly provided by the government to include R&R of panel covers, etc. Contractor shall verify protective device settings. The contractor shall notify the owner prior to commencement of any testing. Any system, material, or workmanship which is found defective shall be reported. The contractor shall maintain a written record of all tests and shall assemble and certify a final test report. 6) SAFETY AND PRECAUTIONS Safety practices should include, but are not limited to, the following requirements: Current Occupational Safety and Health regulations National Safety Council, Accident Prevention Manual for Industrial Operations Applicable state and local safety operating procedures Owner's local safety practices ANSI/NFPA 70E, Electrical Safety Requirements for Employee Workplaces OSHA 29 CFR 1910.147. Control of Hazardous Energy Sources (Lockout/Tagout) All tests shall be performed with apparatus de-energized except where otherwise specifically required. The testing organization shall have a designated safety representative on the project to supervise operations with respect to safety. Contractor shall provide all required PPE and shall follow NFPA 70E to determine an electrically safe working condition at all times. Contractor shall provide their own lockout/tagout plan and devices. 7) GENERAL Suitability of Test Equipment All test equipment shall be in good mechanical and electrical condition. Split-core current transformers and clamp-on or tong-type ammeters require careful consideration of the following in regard to accuracy: Position of the conductor within the core Clean, tight fit of the core pole faces Presence of external fields Accuracy of the current transformer ratio in addition to the accuracy of the secondary meter Selection of metering equipment should be based on a knowledge of the waveform of the variable being measured. Digital multimeters may be average or rms sensing and may include or exclude the dc component. When the variable contains harmonics or dc offset and, in general, any deviation from a pure sine wave, average sensing, rms scaled meters may be misleading. Field test metering used to check power system meter calibration must have an accuracy higher than that of the instrument being checked. Accuracy of metering in test equipment shall be appropriate for the test being performed but not in excess of two percent of the scale used. Wave shape and frequency of test equipment output waveforms shall be appropriate for the test and the tested equipment. Test Instrument Calibration The testing firm shall have a calibration program which assures that all applicable test instruments are maintained within rated accuracy. The accuracy shall be directly traceable to the National Institute of Standards and Technology (NIST) Instruments shall be calibrated in accordance with the following frequency schedule: Field instruments: Analog, 6 months maximum. Digital, 12 months maximum. Laboratory instruments: 12 months Leased specialty equipment: 12 months where accuracy is guaranteed by lessor Dated calibration labels shall be visible on all test equipment. Records, which show date and results of instruments calibrated or tested, must be kept up-to-date. Up-to-date instrument calibration instructions and procedures shall be maintained for each test instrument. Calibrating standard shall be of higher accuracy than that of the instrument tested. Test Report The test report shall include the following: Summary of project Description of equipment tested Description of test Test results Analysis and recommendations Furnish two hard copies and electronic copies of the complete report to the owner as required in the maintenance contract. 8) INSPECTION & TEST PROCEDURES Switchgear and Switchboard Assemblies Visual and Mechanical Inspection Compare equipment nameplate data with latest one-line diagram. Inspect physical, electrical, and mechanical condition including evidence of moisture or corona. Verify appropriate anchorage, required area clearances, physical damage, and correct alignment. Physically check and record the fuse and/or circuit breaker sizes and types for all devices. Inspect all bus connections for high resistance using one of the following method Metal-Enclosed Busways Visual and Mechanical Inspection Inspect busway for physical damage and evidence of corona. Inspect for appropriate bracing, suspension, alignment, and enclosure ground. Switches, Medium-Voltage, Metal-Enclosed Visual and Mechanical Inspection Inspect physical and mechanical condition. Verify appropriate anchorage and required area clearances. Circuit Breakers, Low-Voltage, Insulated Case/Molded Case Visual and Mechanical Inspection Inspect circuit breaker for correct mounting. Operate circuit breaker to insure smooth operation. Inspect case for cracks or other defects. Inspect all bolted electrical connections for high resistance using one of the following methods: Use of low-resistance ohmmeter in accordance with Section 7.6.1.1.2.3 (Electrical Tests). Verify tightness of accessible bolted electrical connections by calibrated torquewrench method in accordance with manufacturer's published data or Table 10.12. Inspect mechanism contacts and arc chutes in unsealed units. Electrical Tests Perform a contact-resistance test. Perform resistance measurements through all bolted connections with a lowresistance ohmmeter, if applicable, in accordance with Section 7.6.1.1.1.4 (Visual and Mechanical Inspection). Verify correct operation of any auxiliary features such as trip and pickup indicators, zone interlocking, electrical close and trip operation, trip-free, and antipump function. Verify the calibration of all functions of the trip unit by means of secondary injection for breakers having electronic trip units, otherwise utilize primary injection. Test Values Compare bolted connection resistances to values of similar connections. Bolt-torque levels shall be in accordance with Table 10.12 unless otherwise specified by manufacturer. Micro ohm or millivolt drop values shall not exceed the high levels of the normal range as indicated in the manufacturer's published data. If manufacturer's data is not available, investigate any values which deviate from adjacent poles or similar breakers by more than 25 percent of the lowest value. Circuit breaker insulation resistance shall be in accordance with Table 10.1. Control wiring insulation resistance shall be a minimum of two megaohms. Trip characteristic of breakers shall fall within manufacturer's published time-current characteristic tolerance band, including adjustment factors. For molded-case circuit breakers all trip times shall fall within Table 10.7. Circuit breakers exceeding specified trip time at 300 percent of pickup shall be tagged defective. For molded-case circuit breakers instantaneous pickup values shall be within values shown in Table 10.8. Medium Voltage Circuit Breakers Visual and Mechanical Inspection Inspect physical and mechanical condition. Inspect anchorage, alignment, and grounding. Inspect arc chutes. Inspect moving and stationary contacts for condition, wear, and alignment. Verify that all maintenance devices are available for servicing and operating the breaker. Verify that primary and secondary contact wipe and other dimensions vital to satisfactory operation of the breaker are correct. Perform all mechanical operator and contact alignment tests on both the breaker and its operating mechanism. Inspect all bolted electrical connections for high resistance using one of the following methods: Use of low-resistance ohmmeter in accordance with Section 7.6.1.2.2.3 (Electrical Tests). Verify tightness of accessible bolted electrical connections by calibrated torquewrench method in accordance with manufacturer's published data or Table 10.12. Verify cell fit and element alignment. Verify racking mechanism. Thoroughly clean unit prior to testing unless as-found and as-left tests are required. Lubrication Verify appropriate contact lubricant on moving current-carrying parts. Verify appropriate lubrication on moving and sliding surfaces. Electrical Tests Perform a contact-resistance test. Perform an insulation-resistance test at 1000 volts dc from pole-to-pole and from each pole-to-ground with breaker closed and across open contacts of each phase. Inspect all bolted electrical connections for high resistance using one of the following methods: Use of low-resistance ohmmeter in accordance with Section 7.6.1.2.1.6 (Visual and Mechanical Inspection). Verify tightness of accessible bolted electrical connections by calibrated torquewrench method in accordance with manufacturer's published data or Table 10.12. Make adjustments for the final settings in accordance with the coordination study supplied by owner. Determine minimum pickup current by primary current injection. Determine long-time delay by primary current injection. Determine short-time pickup and delay by primary current injection. Determine ground-fault pickup and delay by primary current injection. Determine instantaneous pickup value by primary current injection. Verify the calibration of all functions of the trip unit by means of secondary injection. Activate auxiliary protective devices, such as ground-fault or undervoltage relays, to insure operation of shunt trip devices. Check the operation of electrically-operated breakers in their cubicles. Verify correct operation of any auxiliary features such as trip and pickup indicators, zone interlocking, electrical close and trip operation, trip-free, and antipump function. Verify operation of charging mechanism. Test Values Compare bolted connection resistances to values of similar connections. Bolt-torque levels shall be in accordance with Table 10.12 unless otherwise specified by manufacturer. Make key exchange with devices operated in off-normal positions. Thoroughly clean unit prior to testing unless as-found and as-left tests are required. Inspect insulators for evidence of physical damage or contaminated surfaces. Verify correct barrier and shutter installation and operation. Lubrication Verify appropriate contact lubricant on moving current-carrying parts. Verify appropriate lubrication on moving and sliding surfaces. (c) Exercise all active components. Inspect all mechanical indicating devices for correct operation. Verify that filters are in place and/or vents are clear. Test operation, alignment, and penetration of instrument transformer withdrawal disconnects, current-carrying and grounding, in accordance with Section 7.10. Transformers, Dry Type, Air-Cooled, 600 Volts and Below - Small (167 kVA Single-Phase, 500 kVA 3-Phase, and Smaller) Visual and mechanical inspection. Inspect physical and mechanical condition. Thoroughly clean unit prior to testing unless as-found and as-left tests are required. (c) Physically Check and record the fuse and/or circuit breaker sizes and types. Inspect all bolted electrical connections for high resistance using one of the following methods: Use of low-resistance ohmmeter in accordance with Section 7.2.1.1.2.1 (Electrical Tests). Verify tightness of accessible bolted electrical connections by calibrated torquewrench method in accordance with manufacturer's published data or Table 10.12. Transformers, Liquid-Filled Visual and Mechanical Inspection Inspect physical and mechanical condition. Inspect all bolted electrical connections for high resistance using one of the following methods: Use of low-resistance ohmmeter in accordance with Section 7.2.2.2.2 (Electrical Tests). Verify tightness of accessible bolted electrical connections by calibrated torquewrench method in accordance with manufacturer's published data or Table 10.12. Verify correct liquid level in all tanks and bushings. Verify that positive pressure is maintained on nitrogen-blanketed transformers. Refill as necessary after testing. Perform specific inspections and mechanical tests as recommended by manufacturer. Verify correct equipment grounding. Verify the presence of transformer surge arresters. Electrical Tests Perform resistance measurements through all bolted connections with a low-resistance ohmmeter, if applicable, in accordance with Section 7.2.2.1.5 (Visual and Mechanical Inspection). If core ground strap is accessible, test with earth ground resistivity meter or clamp on ground tester. Measure the percentage of oxygen in the nitrogen gas blanket, if applicable. Remove a sample of insulating liquid in accordance with ASTM D923. Sample shall be tested in accordance with the referenced standard. Dielectric breakdown voltage: ASTM D877 and/or ASTM D1816 Acid neutralization number: ANSI/ASTM D974 Specific gravity: ANSI/ASTM D1298 Interfacial tension: ANSI/ASTM D971 or ANSI/ASTM D2285 Color: ANSI/ASTM D1500 Visual Condition: ASTM D1524 Parts per million water: ASTM D1533. Required on 25 kV or higher voltages and on all silicone-filled units. Measure dissipation factor or power factor in accordance with ASTM D924. Remove a sample of insulating liquid in accordance with ASTM D3613 and perform dissolved gas analysis (DGA) in accordance with ANSI/IEEE C57.104 or ASTM D3612. Test Values Compare bolted connection resistances to values of similar connections. Bolt-torque levels shall be in accordance with Table 10.12 unless otherwise specified by manufacturer.
