Sources Sought Notice Sources Sought Notice Page 4 of 4 Sources Sought Notice *= Required Field Sources Sought Notice Page 1 of 4 The White City VAMC is seeking Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or Small Business sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. Minimum Salient Characteristics: Equipment Laser This must meet the below requirements. Must be a class IV LASER Long lasting, rechargeable nano-phosphate battery Portable and rechargeable (able to use without device being plugged in). The unit itself must be lightweight (ideally less than 4 pounds) to allow for portability within the clinic Be able of providing a minimum of 4 wavelengths (660nm, 800nm, 905nm, 970nm) that must be able to be emitted simultaneously or in any combination. Minimum 25 Watts Continuous power, with option for higher peak power Must have a pulse range from 1-20,000 Hz Must have intuitive, easy to use pre-programmed protocols, as well as operator-adaptable software for customization of programming, as needed. Must allow for protocol selection by size, body part, skin tone, pain and chronicity level, and must automatically adjust output treatment parameters per said specification Must have a hand piece that enables the operator to have complete control of power density in real-time, while using the device, and without having to interrupt the treatment; smart handpiece equipped with sensors for improved safety that can automatically adjust if the hand movement is too slow. Must be able to accommodate software updates downloaded via WiFi and include lifetime software updates. Solid-state diode Easy to read and easy to use digital programming interface Technology must have quick-release tips to allow for rapid switching during treatments Included online and onsite training for clinicians Bi-directional cooling system Smart handpiece that redirects light energy back to the skin that would otherwise be lost by reflection Minimum 5-year warranty Color, digital, touch screen Active Photonics Modulation that recaptures light (LASER) normally lost to scatter and/or reflection. Ability to treat using specific biological effects as chosen by the clinician including Bio stimulating and Metabolic effect, Analgesia, Vasodilatation, Thermal effect, Anti-Inflammatory, Immunity activation, and Anti-Microbial effect. Per VAAR 811.104 and 811.105, I certify the following regarding the above information: The salient characteristics listed above are essential to the Government s requirements. To my knowledge, the restrictions listed above will not limit the acquisition to an item peculiar to one manufacture. The North American Industry Classification System (NAICS) is 333314. Any SDVOSB, VOSB, or Small Business firms who wish to identify their interests and capability to provide this product must provide product specifications, performance, and delivery information by notifying the Contract Specialist no later than 1:00 PM Pacific Standard Time, July 15, 2022.
