General: The solicitation will be issued as a commercial RFQ in accordance with FAR parts 12 and 13, total small business set-aside. The resultant award will be a single fixed price commercial supply contract. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments. Potential offeror s must be registered in the System for Award Management (SAM) https://www.sam.gov, have an active account and have completed the Representations and Certification sections prior to receiving a contract award (including the applicable NAICS listed above). The Captus 4000E is the only machine that is able to provide the necessary iodine counts on patients which is used in the proper diagnoses for certain pathologies. By having this system, the clinic can more accurately diagnose thyroid function for certain pathologies such as Graves Disease, hypothyroidism, hyperthyroidism, and others. The information resulting from this unit will direct the course of treatment for the veterans leading to better patient outcomes. No other system of this nature will meet the Portland VAMC needs. Description of market research conducted and results or statement why it was not conducted: A sources sought notice for Brand Name or Equal was sent to 55 SDVOSB on 6/1/2022, with a close date of 6/7/2022. Two SDVOSB were received from SDVOSBs capable and willing to provide the requested items. The Rule of Two is more than met for a SDVOSB set aside; however, pursuant to the requirement of the Non-Manufacturer Rule (NMR) (see the decision tree linked in question two), this will be a small business set-aside, not a SDVOSB set-aside in order to comply with the NMR. The two interested vendors were offering the brand name product from the same large manufacturer. Therefore, this procurement will be an open market brand name only set aside for Small Business. An RFQ set aside for small business will be posted to SAM for 7 to 10 days. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
