Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified sources for the services listed below. This is not a request for quotations. The Department of Veterans Affairs, NCO20 is looking for sources of the following: Primary Care Services for the Portland Veterans Affairs Medical Center located in Portland Oregon 1. NAICS Code: 621498 2. PSC: Q201 3. Period of Performance: 10/01/2021 09/30/2026 4. Place of Performance: It is requested that this contract clinic be located in the Lincoln County, Oregon, which is 127 miles south from the Portland Veterans Affairs Medical Center. This procurement is for an Firm Fixed Price contract for Community Based Outpatient Clinic (CBOC) services for Lincoln County Oregon. This IDIQ will be awarded for a base period of five (5) years. Additionally, Federal Acquisition Regulation (FAR) clause 52.217-8, Option to Extend Services, will be included for up to an additional six months. The estimated 500-600 patient panel looks to the VA contractor for primary care medical services. Primary care includes, but is not limited to, medical diagnosis and medically necessary treatment(s) of physiological and pathological conditions. Care is directed toward health promotion and disease prevention, screening and treatment for traumatic brain injury, suicide prevention, management of acute and chronic medical conditions, pharmacological management, referral to specialty care, and continuity across the inpatient and outpatient settings. Potential sources shall provide, at a minimum, the following information to Point of Contact listed below: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 621498 All Other Outpatient Care Centers. 3) Any Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who responds to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 4) The Non-Manufacturer Rule (NMR) will apply if there is a decision to set-aside the procurement. Responses are due by 09/04/2020 0900 EST, to the Point of Contact. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this source sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
