The contractor must comply with VA, OSHA, ICRA/ILSM, healthcare, plumbing, and safety requirements, including an OSHA-30 competent person on site at all times and OSHA-10 trained personnel. The contractor is responsible for all tools, equipment, materials, transportation, personnel, supervision, testing, and maintenance, with the Government providing only electricity; pricing for parts is capped at no more than 10% above contractor cost. Performance is 140 calendar days from Notice to Proceed, with water-shutdown work often scheduled after-hours, weekends, holidays, or overnight.
