Combined Synopsis/Solicitation Amendment 1 for Employee Trailer Rental Services The purpose of this amendment is to: Provide answers to questions received in response to the solicitation Update the Statement of Work based on answers to questions received in response to the solicitation Extend the closing date of the solicitation to July 25, 2025, by 10:00 a.m., local Mountain Time Add the clause FAR 52.225-1, Buy American-Supplies Add the provision FAR 52.225-2, Buy American Certificate Update the FAR 52.212-1 and VAAR 852.252-70 (in sections XII and XII of this solicitation) to include FAR 52.225-2, Buy American Certificate Questions and Answers Question 1: The bid is currently due on 7/22/25, however you are looking to have these modulars in place (per the PoP) by 8/1/25. Is this correct? Answer 1: No, the difference in the anticipated award date (beginning of PoP, 8/1/25) and the estimated start of the PoP for line item 0001 (9/1/25) is to allow time for any necessary coordination between the contractor and the COR. The dates are estimated and subject to slight variation based on contract award date, and will be coordinated with the COR. Question 2: The Two 60 office trailers, is this a 24x60? As it would be difficult to accommodate is a 12x60? And if it s a quantity of 2, is that (2) 24x60 s? Please clarify the modular building sizes in length and width. Answer 2: The 60 trailers will need to be (2) 12x60 trailers. Due to spatial limitations on site, we cannot accommodate a 24 wide model. The 48 trailers (one employee trailer, one audiology trailer) will need to be 12 each as well (2) 12x48 trailers. Question 3: Workstations, are these cubicles with desks, or actual stand-alone desks that will sit side by side? What size are the desks, 6x6? If these will be cubicles, do you want the wall heights of the cubicles to be 6 tall? Answer 3: Workstations will not be required to have cubicles, a workstation is just referring to a desk with monitor arms, chair, and adequate electrical and lighting hookups. The private offices should be laid out as two per 60 trailer (one at each end of each 60 trailer) for a total of four private offices. These should not be just cubicles, rather private offices with their own wall and door separating them from the rest of the workstations. Each private office should have accommodations for two workstations. Question 4: Since this is a short lease, will you accept gently used furniture? Answer 4: Yes as long as the furniture is in adequate condition. Question 5: Will the furniture be leased or purchased? Answer 5: Leased; the VA will not assume ownership of the furniture at the end of the PoP. Question 6: How many IT outlets per workstation? Is CAT 5 cabling acceptable? Do you need WAPs? Answer 6: 2 IT outlets per workstation is preferred, but minimum is 1. CAT 5 cabling is not acceptable, we require CAT 6. Please also provide 1 WAP per trailer, coordinate with VA for connectivity. Question 7: Will any of the 4 private offices have 2 people with desks in them? Are any side chairs required in the private offices? If so, how many per workstation? Answer 7: All of the 4 private offices will have 2 people with desks in them. Only one additional side chair total is required in 1 of the private offices. Question 8: What size audiology testing booth and control room are you requesting? Answer 8: A specific size is not required, just the largest dual testing booth/control room setup that can be provided while maintaining adequate egress and accessibility. Question 9: In the 60 office building, can you confirm that there will be 22 people in the building with a workstation? 18 in an open area and 4 private offices? Answer 9: Each 60 office trailer will have the capacity to hold 9 workstations. 5 will be in a common area, 2 will be in a private office, and the last 2 will be in another private office. There will be the same setup in the other 60 office trailer, for a total of 18 workstations. Question 10: Will you be purchasing the audiology booths, or leasing them under this project contract award? Answer 10: Leased; the VA will not assume ownership of the audiology booth at the end of the PoP. Question 11: Google Earth shows that both of these location are asphalt or concrete, can you confirm? Answer 11: Yes. Question 12: Does the audiology building need any furniture? Answer 12: No. Question 13: Looking at Phase 3, will you expect us to hold our pricing for the 48 buildings until Nov 2026? Answer 13: Yes. Question 14: If the (2) 48 units are going side by side, can they share a common landing and just have 1 ramp to save the customer some money? Answer 14: Yes. Question 15: Is a fire alarm required, or just hard-wired smoke detector devices? Answer 15: Hard-wired smoke detector devices are acceptable. Question 16: Are you accepting used modular buildings? Answer 16: Yes, provided they are in adequate condition for the application requested. Question 17: Do you wish for carpeting throughout (except at the entries) in all of the facilities? This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. Solicitation number 36C25925Q0574 is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. This acquisition is a Total Set-Aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). Description and Pricing Schedule: The Contractor shall provide the rental of employee trailers as identified below, to be utilized as temporary office space for VA employees at the Cheyenne VA Medical Center Campus, located at 2360 East Pershing Blvd., Cheyenne WY, 82001, IAW all state, local, and federal laws and regulations. The Contractor shall provide delivery, installation, maintenance, and removal of trailers. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed the minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: (1) Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s performance requirements identified in the SOW and outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. (2) Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The total evaluated price will be that sum. (3) Past Performance: The past performance evaluation will assess the relative risks associated with a quoter s likelihood of success in fulfilling the solicitation s requirements as indicated by the quoter s record of past performance. The past performance evaluation may be based on the contracting officer s knowledge of and previous experience with the service being acquired; Customer surveys, and past performance questionnaire replies, Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. (d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise.
