Post questions received in response to the solicitation and Government responses 2. Remove clause FAR 52.249-1 and insert clauses FAR 52.249-4 and FAR 52.249-8 3. Extend the closing date of the solicitation to June 13, 2024, 10:00 AM Questions and Answers Question 1: How many days is the Tribal Veterans Representative Training Event- and is it one event? Answer: Five days per training (multiple events), location varies based on requestor, location may be anywhere in US (typically not at VA locations.) Question 2: How many days is the VA Cultural Training Event? How many locations? Answer: Three days per event, any VA locations in US. Question 3: Are the costs for each line item to include project management time, administrative contracts management time, logistics planning, profit, etc.? Answer: The Government intends to award a firm-fixed-price contract. All costs must be included. Question 4: Is there a kickoff call - there is no cost line item for this Answer: A post award conference is anticipated which can be performed virtually. There is no line item for this. Question 5: There is no cost line item to build a tribal database as stated in section 2.1 Work Expectations.  Answer: Establishing a database of connections is incidental to performing the services and the database will remain with the contractor for the performance of the services. There is no line item for this. Question 6: Are there monthly status reporting requirements? Answer: The Contracting Officer Representative (COR) will monitor status through monthly invoicing. Question 7: Spiritual counseling of a veteran is vague- is there an assumption of counseling for one hour per week, monthly, quarterly, etc. - counseling of how many veterans per year- is the cost per veteran? Are there any specific forms associated with the counseling that must be completed during each session? Answer: This line item is to be priced per session. The description of this line item is intentionally vague, and the duration of each session is not defined to allow for different practices among different tribal nations to be used when another method of spiritual counseling already defined in other line items may not be suitable for the Veteran. There are no forms that must be completed during each session. All sessions will be coordinated in advance with the COR. (End Questions and Answers) Combined Synopsis/Solicitation for Native American Ceremonies This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. Solicitation number 36C25924Q0435 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04. This acquisition is set-aside as a Total Set-Aside for Small Business concerns. The North American Industry Classification System (NAICS) code is: 813110 - Religious Organizations with a small business size of $13.0 Million. The Service Code is Q701 - Specialized Medical Support. Offerors must be registered in the System for Award Management (SAM) at https://sam.gov to be considered for award. The Contractor shall submit prices for Native American Ceremonies for one base-year and four one-year option periods. The estimated period of performance for this requirement is July 1, 2024, to June 30, 2029. Description and Pricing Schedule: All interested Small Business concerns shall provide quotations on the attached Pricing Schedule for Native American Ceremonies IAW the attached Statement of Work (SOW). OFFER SUBMITTAL INSTRUCTIONS: 1) Offerors shall submit offers by Due Date/Time specified in section XIV. Late quotes will not be considered. 2) Offerors shall acknowledge all amendments to the solicitation as part of their quote. 3) Offerors shall submit the completed Price Schedule attachment. 4) Offerors shall identify specific services listed in the SOW they can provide. 5) Offerors shall identify which VISN 19 station(s) they are able to service and state their level of familiarity with the various Tribal Nations within the catchment areas of those stations listed in the SOW. Offers received that do not comply with the terms and conditions of the solicitation and/or have missing documentation may be considered non-compliant and eliminated from evaluation. FAR 52.212-2 Evaluation-Commercial Items (NOV 2021) applies to this acquisition. Addendum to 52.212-2 Evaluation Commercial Products and Commercial Services (a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (b) The following factors shall be used to evaluate quotations: (1) technical capability to meet the Government s performance requirement; (2) price (c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following: (1) Technical: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government s performance requirements identified in the PWS and outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation. (2) Price: The Government will evaluate the price by adding the total of all line-item prices, including all options. The Total Evaluated Price will be that sum. (d) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
