This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation. * The deadline for all questions is 12:00pm MST, 08/22/2023. All questions must be submitted in writing no later than the question cut-off date marked above. Faxed quotes shall not be accepted. Emailed quotes are the only method of submitted quotes (4MB email limit). The Government reserves the right to make award solely on initial Quotes received. STATEMENT OF WORK (SOW) SURGERY NERVE MONITORING SYSTEM MUSKOGEE Background The Eastern Oklahoma Veterans Health Care System needs 1 Nerve Monitoring System that will be used in Surgery at the Jack C. Montgomery VAMC in Muskogee, OK. It is intended for locating and monitoring, including stimulation, of cranial, spinal, peripheral motor, and mixed motor-sensory nerves and registering EMG responses during surgery. It will be used to locate nerves during thyroid and parathyroid surgery. It would be considered a patient safety device. Currently we do not have such a device and this prolongs surgical time. This is the standard of care for thyroid and parathyroid surgery. Description We need one FDA Approved Nerve Monitoring System with the following characteristics: Intraoperative EMG monitor that enables users to locate and confirm the integrity of nerves during surgical procedures. The system stimulates nerves (propagates an action potential) through a variety of stimulation probes that causes the muscle associated with the nerve to contract. The system then picks up these electric signals from the muscles through a variety of electrodes and converts this information into meaningful graphs and sounds that the system displays on the monitor. Notifies you in real time of nerve condition visually and audibly. When a particular nerve has been activated or stimulated, the system must be able to warn the surgeon and operating room staff, providing both visual alerts on the color touchscreen monitor and audio feedback to help minimize trauma to the nerve. During both continuous and intermittent trending device must provide visual information and associated audible cues. The system must be able to continuously monitor EMG activity from the muscles innervated by the nerve at risk. EMG reporting that enables nerve condition tracking throughout a procedure, even when using intermittent nerve monitoring. Nerve condition information must be captured in a single, meaningful snapshot. Wireless patient interface to console Wireless console projection onto LCD screens Touchscreen Console Remote control of critical settings from the surgical field. Color-coded placement guides in software Must be able to use monopolar and bipolar stimulating probes and dissection instruments with Nerve Monitoring System to assist in early nerve identification and confirmation. Must be able to assist the Surgeon locate, identify, and map the particular nerve and branches, as well as verify nerve function and integrity. Must have noise suppression technology to reduce interference from electrical equipment. Needs to be on a mobile cart that allows it to be moved where needed in the OR. Power cable must be at least 19 feet to accommodate mobility to different parts of the OR. Must come with a Muting Probe which is designed to detect the presence of noise from external devices that may cause interference on the Nerve Monitoring System. All peripherals and supplies needed to have a fully functional system. In person in-service training for Surgery Staff that will be utilizing this device. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. Offeror shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
