Air Compressor Preventive Maintenance Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Oklahoma City VA Health Care System BRIEF SCOPE OF WORK (This is for information only) PURPOSE: The Oklahoma City VA Health Care System has is seeking sources to provide annual preventive maintenance on two air compressors, in a cost-effective, efficient manner, contributing to the VA Mission. This is a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. Contractor shall furnish all labor, materials, parts, equipment, tools, shipping, transportation, insurances, licenses, certifications and supervision necessary to provide services in accordance with this Performance Work Statement (PWS). TASK AND REQUIREMENTS: The contractor must conduct annual preventive maintenance service on two (2) Kobelco KNW0- D/XL air compressors for a base plus 4 year contract. The contractor is fully responsible for verifying and validating all information contained within this statement of work. Contractor must fully evaluate the condition of the existing structures and verify the current condition of the project site. All measurements/quantities provided in this document are approximate and are to be used for reference only. The contractor will be responsible for taking on-site measurements and verifying all quantities and distances. All materials/fasteners/etc. must be new and provided by the contractor unless otherwise specified. The contractor shall abide by all Safety, Security and Infection Control Policies and Procedures of the Oklahoma City VA HCS. All work must conform to, and comply with, the latest edition/version of ALL applicable VA, federal, state, and local laws, rules, regulations, codes, and standards. Contractor shall drain sump and fill with new oil. Oil shall be drained while hot. Contractor shall replace oil filter and gasket. Contractor shall inspect discharge check valve for wear; repair or replace as required. Contractor shall disassemble and inspect capacity control valve assembly. Replace diaphragm, V-packings, bushings, and Teflon seat. Inspect shaft for wear. Contractor shall replace shuttle valve diaphragm. Contractor shall replace 4-way solenoid valve. Contractor shall replace balance piston diaphragms. Contractor shall check valve on intercooler condensate drain. Contractor shall check daily operating records for intercooler and aftercooler efficiency. Clean cooler cores if required. Contractor shall check daily operating records for oil cooler efficiency. If the inside of the oil cooler needs cleaning, disconnect the cooler from the oil plumbing. Oil passages, when slightly fouled, are to be cleaned with ethylene perchlorate or an equivalent solvent. Cleaning time is between 10 and 30 minutes. After cleaning, blow out the solvent with compressed air. Contractor shall Inspect water line hoses. Replace if brittle, cracked, or elasticity is lost, or if the coolers where chemically cleaned. Contractor shall inspect safety valve for abnormal wear or damage. Motor lubrication shall be at the motor manufacturer s recommended intervals. Contractor shall test low pressure shutdown while the compressor is running. Contractor shall test all temperature shutdowns by individually lowering the set points for each temperature alarm, to lower than ambient. Confirm that the alarm list shows the proper message as a currently active alarm. Return the set point to required value and reset the alarm before testing the next shutdown. Contractor shall reset unloading system service counter to zero (0). Contractor shall dispose any trash generated and contact COR once work has been completed. JUSTIFICATION: Compressed air and gases are vital to numerous facility operations within the hospital. They are used for breathing, sedation, and the operation of medical instruments, healthcare facilities must rely on these utilities for lifesaving and therapeutic benefits. The quality of the air and gas produced by the facility s compressed air systems is paramount to their efficacy in promoting positive outcomes for veterans. Proper maintenance of the air compressor will enable this critical asset. IMPORTANT NOTE: This Sources Sought is for information only (to determine the socioeconomic status of interested companies).
