The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for the rental of WOUND VAC THERAPY system as more particularly described in the Requirement below. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided. REQUIREMENT: The George E. Wahlen Veterans Affairs Medical Center has a continuing need for the Negative Pressure Wound Therapy system (NPWT). Salt Lake City VAMC intends to rent three (3) systems at a time, and order as needed. NPWT will include pumps, canisters, specialized dressings, and accessory equipment as may be deemed to be necessary. The three (3) systems will be placed with Logistics for immediate inpatient needs. NPWT is utilized by a wide range of services in the VA system. These services include General Surgery, Vascular Surgery, Podiatry, Orthopedic Surgery, Thoracic Surgery, Urology, and Internal Medicine. It is important to have the equipment readily available to facilitate placement by qualified professionals in a timely manner. In the event that all facility placed NPWT systems are in use, then a request to the contractor from Logistics will be placed for additional NPWT systems. The requested NPWT system should be on the nursing unit within 4 hours of the order and ready for placement. Once the NPWT is no longer needed, the unit is returned to for general decontamination. The contractor is notified of the NPWT discontinuation at the time of removal from the patient. The NPWT system can be picked up within 24 hours. If this is a facility placed NPWT, a replacement NPWT system needs to be delivered at the same time that the used unit is removed. In the event that NPWT will continue on an outpatient basis, the ability to transition to an outpatient system without loss of NPWT time or need to institute new dressing changes prior to discharge is important for patient continuity of care. System compatibility from inpatient to outpatient use is an important component. The contractor will provide: NPWT systems within four (4) hours of order placement. all resources necessary to accomplish the deliverables described below. back-up assistance for troubleshooting and staff education as needed as well as onsite consultation and/or assistance in cases of difficult wound management. staff education on the placement and troubleshooting the NPWT system as requested by inpatient units on an as needed basis. servicing of the NPWT system while on the inpatient units as needed/requested. retrieval of the NPWT systems and decontamination within the prescribed turnaround time after patient discharge. Retrieve NPWT systems within twenty-four (24) hours of notification. Maintain minimally three (3) NPWT pumps in Logistics 24/7. The contractor needs to provide 24/7 access for staff for troubleshooting purposes; which may include a request for a clinical consultant to return to the unit for additional onsite assistance. Deliverables shall include the following: Inpatient NPWT pumps a. Intuitive touch screens with On-Screen User Guide b. Accommodates 500ml and 1,000 ml canisters c. Four-hour battery life for easier patient transport d. Accommodates small and large wounds e. Negative Pressure: 50-200 mmHg f. Mode of Operation: Continuous and Intermittent g. Intensity: 10-50 mmHg/second h. Adjustable dressing draw down intensity i. Alarms protected from accidental changes j. IV pole clamp for increase patient mobility k. Continuously monitors and maintains target pressure l. System monitors for leaks, blockage, low battery, canister full and adequate negative pressure at wound site m. NPWT system compensates for pressure variances at the wound site due to patient position, movement and exudates characteristics n. Ability to instill topical medications to wound bed and remove Therapy Canisters a. Charcoal filters to help reduce odor b. Hydrophobic construction to prevent leaks c. Gel packs to solidify wound exudates d. Canisters come with gel, tubing, clamp and connector Therapy Accessories a. Additional adhesive drapes b. Separate pad and tubing to connect from dressing to canister c. Y-Connector to connect two or more dressings d. Tubing cap to secure canister tubing when not in use Dressings a. Provides direct and complete contact with the wound bed b. Actively promotes tissue granulation at the cellular level c. Induces macrostrain and micro strain to promote granulation tissue formation d. Flexibility to adapt to the contours of deep and irregularly shaped wounds e. Dressing design/pore size provides uniform distribution of negative pressure (NPWT) at the wound site f. Pore structure and material helps facilitate exudates and infectious material removal g.
