Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 (eff. 07/12/2021). This solicitation is set-aside for Service-disabled, veteran-owned small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 332311 Prefabricated Metal Building and Component Manufacturing, with a small business size standard of 750 Employees. The FSC/PSC is 5450 Medical and Surgical Instruments, Equipment, and Supplies. The Southern Arizona VA Medical Center is seeking to purchase Portable Storage Containers. All interested companies shall provide quotations for the following: Supplies/Services Line Item Description Quantity Unit of Measure Unit Price Total Price 0001 40 L x 8 W x 8 H Standard Portable Steel Storage Containers. Please see Statement of Work (SOW) below for details. 6 EA STATEMENT OF WORK Portable Storage Containers Southern Arizona VA Health Care System Background: The Southern Arizona VA Health Care System (SAVAHCS), located at 3601 S. 6th Ave., Tucson, AZ 85723, has an ongoing requirement to provide high-security, commercial grade, portable, steel cargo storage containers to house a wide variety of equipment, supplies, and products in support of various clinical and administrative programs. Scope: This is a non-personnel, labor, materials, and services contract to purchase, high-security, commercial grade portable steel cargo storage containers for the SAVAHCS campus. Requirements: The Contractor shall provide labor, materials and supervision needed to fulfill the requirement for the transportation, delivery, placement, setup, and securing commercial, industrial-grade, steel cargo portable storage containers to the SAVAHCS campus located at: 3601 South 6th Avenue, Tucson, Arizona, 85723. The Contractor shall provide for all the following features and requirements related to providing commercial, industrial-grade portable cargo storage containers: Storage containers must be made of high-security, waterproof steel Storage containers must be capable of keeping items stored in them clean, dry, and secure. Storage containers must be watertight and weather-proof Ability to secure stored items to container walls with tie downs or rope Containers should be light-colored: neutral, white, or sand-colored Contractor to provide container delivery services. Secure, convenient, and safe ground-level access Easy-opening, customizable doors Anti-theft and vandalism features Portable container width must be a minimum of 8 feet, allowing side-by-side pallet storage on the inside, with a 2-ft aisle down the middle Quantity needed: 10 - 8 x 40 units Required dimensions of container: 40-ft long 8-ft wide 8-ft ceiling height Interior requirements: Slip and trip-resistant flooring Flat ceiling Ability to install or attach secured, safe, removable shelving Minimum of 1 plywood sub-floor Exterior requirements: Steel siding All-steel structural components All Containers must have securable swinging doors on both ends, and three roll-up style doors evenly placed on the long end of the container. Item Delivery Requirements: The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. The Contractor shall be responsible for all damage to property, which may be done by the Contractor, or any contracted employee engaged in the performance of this contract. Standard delivery on storage units to occur within 30 days after receipt of purchase order (ARO). The SAVAHCS will be provided a 4-hour delivery window in writing via email the day before the scheduled delivery. All quotes shall be sent to the timothy.garrity@va.gov. Award will be based upon price only comparison of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any.
