Is the winning bid expected to complete the work themselves with a W2 employee(s)? Or will they be allowed to sub the work out or hire 1099 workers to complete the work? Answer: The government is not providing further direction on whether employees should be hired as W2 or 1099 workers for this solicitation. 13 CFR § 125.6, Limitations on Subcontracting, do not apply to this procurement.

MODIFICATION TO THE PRESOLICITATION NOTICE: This is a modification to the pre-solicitation notice for Phoenix and New Mexico Elevator Inspections posted on 07/08/2021. The Department of Veterans Affairs, Network Contracting Office (NCO) 22 - Gilbert intends to solicit for a qualified contractor to provide annual, semi-annual, and five-year elevator inspection services at the Phoenix and New Mexico VA Health Care Systems. The elevator inspector shall meet the ANSI/ASME QEI-1 Standard for the Qualification of Elevator Inspectors. The contractor shall furnish all labor, material, equipment, tools and supplies necessary to perform the required services. This requirement is a Firm Fixed Price (FFP) contract. The solicitation number is 36C25821Q0287. The anticipated electronic solicitation issue date is now changed from July 16, 2021 to August 2, 2021 and may be downloaded from the following URL https://sam.gov/content/opportunities.
