A solicitation shall not be issued at this time. The intent of the procurement is to locate potential contractors for solicitation. The below specification defines the effort required for the purchase and period of performance. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full and open competition, or sole-source procurement is appropriate. The Government shall not pay any costs for responses submitted. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. Notice to all contractors: All contractors must have an active registration in the System for Award Management (SAM) at https://beta.sam.gov/ before responding to any Government inquiry. Additionally, all Service-Disabled Veteran-Owned Businesses or Veteran-Owned Small Businesses who plan to submit an offer must have an active registration with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Interested Parties Shall Submit the Following Information at a Minimum: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Small Business Concern, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, Women-Owned Small-Business and or Large Business. (i) Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. PSC/FSC-J065- Maintenance, Repair, Rebuild of Equipment- Medical, Dental, and Veterinary Equipment and Supplies The term of the contract is intended to be base contract and four options. The Phoenix VA Health Care System has a requirement for various Laboratory and Research equipment preventative maintenance services and repair services. All service technicians shall be trained and certified to perform any service on the equipment. The contractor will be required to submit copies of certifications as evidence of training and manufacturer certification. Required Services The Contractor shall be responsible for all preventive maintenance. The Contractor shall be responsible for all corrective maintenance. The Contractor shall be responsible for all parts. The Contractor shall be responsible for all labor. The Contractor shall be responsible for all travel. The Contractor shall be responsible for all software updates. The Contractor shall respond to calls within (1) hour. The Contractor shall be on site within (48) hours of dispatch. The Contractor shall verify that the equipment that was serviced is fully functional before closing the service case. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
