Network Contract Office (NCO) 22-Gilbert is seeking a qualified vendor to provide Notifier Fire Alarm and Fire Suppression, Sprinkler, and Extinguishing Systems Testing and Inspection services for the Southern Arizona VA Healthcare System (SAVAHCS) at 3601 S. 6th Avenue in Tucson, Arizona. The contractor shall provide all labor, supplies, materials, and travel to meet the needs of this solicitation. Prospective contractors must be authorized/certified to provide the required service and must show proof with any provided documents at the time of responding to this Sources Sought announcement of the capabilities stated below: DRAFT STATEMENT OF WORK DRAFT Notifier Fire Alarm and Fire Suppression, Sprinkler, and Extinguishing Systems Testing and Inspection Southern Arizona VA Health Care System (SAVAHCS) 1. GENERAL: Non-personal services contract to test, inspect, and maintain SAVAHCS Fire Suppression, Sprinkler, Fire Extinguisher, Kitchen Fire Suppression, and Notifier Fire Alarm systems, including 24/7 offsite fire alarm monitoring using the Universal Digital Alarm Communicator, and two (2) SAVAHCS supplied phone lines. 1.1 Description of Services/Introduction: Contractor shall provide all personnel, tools, transportation, equipment, supplies, facilities, and supervision necessary to perform fire alarm, fire suppression, and sprinkler system testing and inspection as defined in this Statement of Work (SOW). 1.2 Background: The Southern Arizona VA Health Care System, located at 3601 S. 6th Avenue, Tucson, Arizona is comprised of numerous buildings on campus that require Fire Alarm, Fire Suppression, Sprinkler, and Extinguishing Systems testing and inspection and support, including continuous campus wide 24/7 offsite fire alarm monitoring. 1.3 Objectives/Scope: Contractor must have the ability to perform fire alarm, fire suppression, sprinkler, and extinguishing systems testing and inspection services for all devices defined in this SOW, including continuous campus wide 24/7 offsite fire alarm monitoring. 1.4 Contractor Qualifications: Technician, Dealer, Contractor Qualifications/Certifications: Contractor s technicians shall be National Institute for Certification in Engineering Technology (NICET) level III certified to perform Notifier fire alarm system testing, maintenance, and repair services. - Contractor must be certified to work on Notifier equipment in the state of Arizona Contractor technicians shall be NICET level II certified, or facility accepted state/federal accredited training to perform all testing, maintenance, and repair services on installed wet and dry fire sprinkler systems, and Ansul kitchen hood systems, All work must be in accordance with local, state, and federal laws, including NFPA and Joint Commission Standards to perform CaptiveAire Wet Kitchen Hood Systems, and A/B/C/K type and special fire extinguishers testing, maintenance, and repair services. Contractor must be qualified and experienced in accordance with NFPA-10,13,25,70,72,80,96 (current editions) requirements. Contractor must be able to perform all duties defined within the SOW. The Contractor must, at a minimum, inspect and test all devices identified in this SOW. Contractor must be able to provide emergency services as required. Certifications for inspecting and testing Notifier fire alarm systems, water-based and dry-system fire protection systems, kitchen fire suppression hood systems, fire extinguishers, and fire rated rolling/sliding fire windows/doors shall be submitted as part of their original quotation and annually thereafter. Proof of certification will be provided to the COR prior to any work is performed. Proof of certifications shall apply to all sub-contractors. 1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months, and four (4) 12-month option years. The Period of Performance reads as follow: Base Year: January 1, 2022 September 30, 2022 Option Year 1: October 1, 2022 to September 30, 2023 Option Year 2: October 1, 2023 to September 30, 2024 Option Year 3: October 1, 2024 to September 30, 2025 Option Year 4: October 1, 2025 to September 30, 2026 1.6 Site Visit: We request a site visit on ____ at ____, Building 5, Room 204 with Mr. Michael Grimes at the Southern VA Healthcare System main campus, 3601 S. 6th Avenue, Tucson, AZ 85723, with all prospective vendors responding to this solicitation to view the requirements at the facility. Please RSVP by calling or emailing Mr. Grimes at: Phone: Email: 1.6 General Information: 1.6.1 Preventative Maintenance Procedures: Contractor will perform preventative maintenance on equipment/systems as provided for in the contract agreement. Written preventative maintenance (PM) procedures will be submitted for approval to the Engineering Services section within the first 30 days of the contract period. PMs will be accomplished in accordance with the approved written procedures and within the time periods defined in Section 2 of this SOW. The device counts listed in Section 2 are for reference only and are subject to change. 1.6.2 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided to Contractor personnel while performing the services described herein. 1.6.3 Type of Contract: The government will award a firm fixed-priced Requirements contract. 1.6.4 Contracting Officer Representative (COR): The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. A letter of designation issued to the COR, a copy of which will be provided to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.6 Contract Administration: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments or issue changes that will affect price, quantity, or quality of performance in this contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. All changes to the contract will be issued via an amendment and/or modification in writing from the Contracting Officer to the Contactor. 1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. 1.6.8 Normal Business Hours/Kitchen Hood Services: All kitchen hood services shall be completed during normal business day between the hours of 3 pm and 11 pm. All other work shall be during normal business day hours of 6 am to 5 pm. Live testing of the fire alarm system located in a HealthCare or Ambulatory Care building will be conducted only between 7 am and 8:15 am. 1.6.9 Escort and SAVAHCS Check-In: All Contractor personnel working on-site at the SAVAHCS facility shall check in and out at the Safety Office, Building 5, Room 204. Check-in procedures require receiving a temporary badge and completing the necessary information on the vendor sign-in sheet. Access to work areas and performance monitoring will be provided by Facilities personnel. Whenever contact with Engineering is required outside of normal duty hours, the Utility System Repair Operator, (USRO) may be contacted as an alternate. The hospital operator at extension O can contact the USRO operator via two-way radio. 1.6.10 Recognized Holidays New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day 1.6.11. Contractor Employees: Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees. Example: wearing of distinctive clothing such as uniform, badges, patches, etc. 1.6.12 Safety and PPE Equipment: Shall be provided for each Contractor employee by the Contractor. 1.6.13 Over and Above Repair: Upon discovery of a malfunctioning part the Contractor shall immediately notify the COR. The repair job shall not be initiated until approval is obtained from the Contracting Officer and appropriate Facilities Staff/COR. Charges for repair, labor and parts shall originate only when required and upon prior approval being granted by the Contracting Officer. At the VA s option the Contractor may be requested to provide a price quotation for the repair job. The VA has sole discretion to select the Contractor who will provide these repair services and they will be ordered as a separate action (not as a part of this contract). 1.6.14 Removal of Equipment: Whenever possible, all repairs and preventive maintenance will be performed at SAVAHCS. When that is not possible, the COR, POC or designee may give approval for service work to be done at another location. All transportation charges will be borne by the contractor. VA property may not be removed from the SAVAHCS prior to completion, and approval of all necessary documents as required by Acquisition and Materiel Management Service. Requirements for service reports for designated equipment not at this location are the same as for work done on site.  Service reports for incoming equipment will be presented for signature at the time of delivery.  If equipment is returned via commercial carrier, the service report may be included with the shipment 1.6.15 Cleanup. Contractor shall be responsible for cleaning the work area and equipment upon completion of work. All accumulated rubbish shall be removed. 1.6.16 Invoices: Invoices are to be submitted electronically; quarterly, upon completion of the services that are performed, or upon completion of non-scheduled services. Electronic invoices can be submitted at http://www.tungsten-network.com/us/en/veterans-affairs/. Invoices must include the IFCAP obligation number (Finance Purchase Order Number) that is provided on the contract in order to ensure timely payment. The COR is responsible for acceptance of services and/or the processing of receiving reports for the services provided to the government. 2.0 SPECIFIC TASKS: 2.1. Fire Alarm, Fire Suppression, Sprinkler, Extinguishing, and Kitchen Hood System Testing and Inspections: Contractor shall have the ability to test and inspect 100% of all system devices defined in this Statement of Work in accordance with the National Fire Protection Association (NFPA) and Joint Commission (JC) requirements. Inspections and testing schedules are listed in Table 1 below: Table 1. Inspection and Testing Schedules Contractor shall provide services in accordance with the following schedule. Frequency is annotated by: (A) annual, (S) semi-annual, and (Q) quarterly. LINE ITEM SERVICE FREQ. (A, S, Q) QTY 001 Annual Portable Fire Extinguisher Inspection Includes inspection of designated place, evaluate visibility, access and obstructions. Verify that the pressure gauge reading is in the operable range. Remove extinguisher from bracket, check the cylinder for damage, and fluff extinguisher. Evaluate if the Extinguisher is the proper classification for the hazard. Determine the next service date of the cylinder (to include 6-year teardown or Hydro testing) by manufacture date or by service tags. Deficiencies will be noted and review with the COR when the inspection is complete. Compliant units will be re-certified and a new color-coded tag will be installed to be utilized for monthlies. NFPA 10 A 675 002 Annual Fire Sprinkler System Inspection (Main Drain Flow Test) All control valves will be exercised and sealed. Water pressure will be recorded including residual pressure during a main drain flow test. All inspectors test valves will be exercised, and water flow alarms will be confirmed. The fire sprinkler riser will be inspected for signage, valve positions, disposition of gauges and a stocked spare sprinkler head box. All visible distribution piping will be inspected for corrosion, proper bracing, and sprinkler heads will be visibly inspected for discharge blockage and foreign material. A 100% floor level visual fire sprinkler head condition will be completed and documented for each sprinklered building. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. NFPA 25 A 33 units 003 Semi Annual Fire Sprinkler System Inspection All control valves will be exercised and sealed. Water pressure will be recorded. All inspectors test valves will be exercised, and water flow alarms will be confirmed. The fire sprinkler riser will be inspected for signage, valve positions and a stocked spare sprinkler head box. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. NFPA 25 S 33 units 004 Five Year Fire Sprinkler System Internal Inspection At several locations on each riser, the pipe will be disconnected and inspected for internal obstructions. A sample of water is taken before the inspection takes place. Certain internal conditions will mandate further lab testing of the water samples to identify the source of the obstructions. Findings will be included on a final report based on the NFPA requirements detailing the results of the test and will be delivered and reviewed with the COR in timely manner. Risers will be tagged to identify the date the test was made. NFPA 25 5-Year 33 units 005 Semi-Annual Kitchen Hood System Inspection Kitchen hood detection and suppression systems have preventative maintenance performed on a semi-annual basis. A visual inspection of the system is done looking for proper coverage of the nozzles, making sure that they are spaced properly for the current set up, verifying that there are no obstructions to the flow of agent at release, and checking the agent distribution piping for damage or corrosion. Agent tanks are inspected for agent quantity and checked for required internal work (hydrostatic test) date. System control panel is inspected and maintained for proper set up and functionality. The detection system is then checked for proper operation and all fusible links are replaced on a semi-annual basis. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. NFPA 96 S 7 units 006 CORE Certified Semi-Annual Kitchen Hood System Inspection CaptiveAire Kitchen hood systems are Required to be inspected only by a CaptiveAire CORE Certified fire suppression contractor. All Semi-Annual inspections will be completed based on CaptiveAire inspection guidelines and will meet all NFPA 96 testing and inspection requirements. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. S 2 units 007 Fire Hydrant Test and Inspection Fire hydrant will be visually inspected for proper components and general operating condition. The valve will be fully exercised, and flow test will be performed. Flow readings will be taken and recorded, and a hydrant flow test will be calculated using a pitot pressure gauge and the results will be noted. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. NFPA 25 and 291 A 29 units 008 Quarterly Fire Department Connection Inspection All building fire department connections will be visually inspected to quarterly to verify the following: The fire department connections are visible and accessible. Couplings or swivels are not damaged and rotate smoothly. Plugs or caps are in place and undamaged, Contractor will replace missing caps during inspection if missing. Gaskets are in place and in good condition. Identification signs are in place. The check valve is not leaking. The automatic drain valve is in place and operating properly. The fire department connection clapper(s) is in place and operating properly. Interior of the connection is inspected for obstructions. A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. NFPA 25 Q 33 units 009 Inspection of Rolling Fire Windows and Sliding Fire Doors IAW NFPA-80, Current Edition, A final report based on the NFPA requirements will be completed detailing the results of the test and will be delivered and reviewed with the COR in timely manner. A 3 units 010 Perform 6/12-year fire extinguisher hydrostatic testing and inspection IAW NFPA-10 A 100 units 011 Perform Kitchen Hood cleanings IAW NFPA-96. 4 Main kitchen hoods - Quarterly. 1 Main kitchen front line hood Semi-Annual. 2 kitchenette hoods - Annually. NFPA 96 Q, S, A 7 units 012 Provide 24/7 offsite monitoring utilizing the Universal Digital Alarm Communicator and two SAVAHCS supplied phone lines. M 12 units 013 Notifier Fire Alarm System Testing and inspection IAW NFPA-72. Provide the inspection, testing, maintenance, and permanent records required by NFPA 72 and as recommended by Notifier. The inspection includes all smoke detectors, duct detectors, heat detectors, beam style smoke detectors, manual pull stations, flow switches, tamper switches, monitor points, supervisory devices, control panels, field power supplies, batteries, remote annunciators, horn/strobes, speaker/strobes, strobe lights, speakers, door hold open devices, elevator interface devices, and all emergency functions as described in NFPA 72 (current edition) to include but not limited to: air handler shut down, security release, damper controls. See attachment A for current inventory. A 55 units 014 Perform all repair/installation/programing of Notifier fire alarm initiating devices. A 20 units 015 Perform all repair/installation/programing of NCA, power supplies electrical battery components. A 30 units 016 Perform all device programing for both network and Onxyworks, and the final tie-in for any new device and/or loops added to the existing system. A 20 units 017 Provide Red Line drawings of all devices on the Notifier network prior to the end of the period of performance. Drawings will include any newly completed construction projects that have been completed and accepted by the facility during the active year of the contract option year. Drawings will be provided both electronically and hard copy. The electronic format must be AutoCAD and compatible with the version utilized by SAVAHCS. A 1 unit 018 Provide all necessary software, firmware, and labor to upgrade the proprietary Notifier revision level to the most current release level for the entire Notifier Fire Alarm System. Contractor to complete system upgrade within 12 months of the release of a new revision from Notifier. Current Version, Fire Panel V25, DVC V8, NCM V3 or V10, Onyx V4.5 Bi-A 1 unit 019 Provide hands on Notifier training to designated SAVAHCS Safety, Electronics Department, and Utility Service Repair staff. Training will include functional use of the NAC, Onxyworks, device programing verification, and proper repair/replacement of connected fire alarm devices. A 10 units 020 Provide programing verification for new installed construction project devices. A 10 units 021 Upgrade outdated Onyx Workstation #2 V3.6 to match Onyx Workstation #1 V4.5 1-Time Event 1 Unit 022 Emergency Services As required 1 Job 2.2 Fire Alarm/Fire Suppression: Contractor shall provide 100% Inspection and Testing services on the following fire alarm and fire suppression devices. Types of devices currently in-use are listed below. Devices change periodically as they are placed in and out of service: Heads Dry Systems Wet Systems Fire Hydrants Valve Tamper devices Risers/Drains Water Flow devices Smoke Detectors Duct Detectors Heat Detectors Beam style Smoke Detectors Manual Pull Stations Monitor Points Supervisory Devices Control Panels Field Power Supplies Batteries Remote Annunciators Horn/Strobes Speaker/Strobes Strobe Lights Speakers Door Hold Open Devices Elevator Interface Devices Ansul Commercial Kitchen Fire Suppression Hoods CaptiveAire Commercial Kitchen Fire Suppression Hoods All emergency functions as described in NFPA 72 to include but not limited to: air handler shut down, security release, damper controls. 2.3 Response to Service Requests: a. The contractor must respond to requests for Emergency Service in the following manner: (1) A qualified service representative adequately equipped with tools, test instruments and repair parts will arrive at the SAVAHCS within two hours from notification of a system trouble. (2) The competent service representative will be prepared to begin work immediately to resolve the complaint as expressed by the COR, POC or designee when service was requested.  Work needed to resolve the complaint will continue without interruption until the problem is resolved. (3) The service representative will come equipped with all the service/technical manuals needed to perform the work. b. The service representative may contact SAVAHCS staff by phone before arrival at the SAVAHCS. Such contacts, however, will not serve to alter the requirements for arrival on site except when the request for service is withdrawn by Engineering. c. The designated response time for Non Emergent Service is within 48 hours from the time of the request for service.  If repeated requests are made before the arrival of contractor s service personnel, the first request will determine the required time of arrival. 2.4 Notifier Monitoring: The contractor shall provide 24/7 offsite monitoring utilizing the Universal Digital Alarm Communicator and two SAVAHCS supplied phone lines.  2.4 Documentation: Contractor shall provide a web based reporting system for creating, updating and maintaining all service work, inspections, and as a record that maintenance was performed. The reporting system shall be capable of downloading and uploading such data to approved handheld devices. No proprietary software of any kind will be required to view and print the reports online. Online access to the web based reporting system will be available 24 hours a day, 365 days a year. Access using a login ID and password provided to SAVAHCS employees that require the periodic review of reports will be provided. Reports will be available in a non proprietary format compatible with any standard Internet browser. All inspection results will be available on the web based reporting system for a minimum of five years.  2.5 Guarantee:  The contractor will guarantee workmanship and all parts furnished by the contractor for a period of no less than 5 years from the date of installation. Warrantee for labor will be 1 year from service provided. 3.0 DEFINITIONS: 3.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. 3.2 Contracting Officer: A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government. 3.3 Contracting Officer s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract. 3.4 Defective Service: A service output that does not meet the standard of performance associated with the Performance Work Statement. 3.5 Deliverable: Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports. 3.6 Physical Security: Actions that prevent the loss or damage of Government property. 3.7 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor. 3.8 Work Day: The number of hours per day the Contractor provides services in accordance with the contract. 3.9: Work Week: Monday through Friday, unless specified otherwise. 4.0 DELIVERABLES: 4.1 Documentation Requirements: Provide a web-based reporting system for creating, updating, and maintaining all service work, inspections, and as a record that maintenance was performed. Provide sample formats of the following reports must be submitted as part of the quote: Deficiency Reports NFPA 25 Documentation Report of Sprinkler Inspections, Current Edition. NFPA 72 Documentation Report of Fire Alarm Inspection, Current Edition. Quarterly System Inventory Hydrant Testing and Inspection Report Quarterly FDC Inspection Report Update Red Line drawings on the Notifier network as new devices are added and removed. Complete drawings will be provided prior to the end of each period of performance. Drawings will be provided both electronically and hard copy. The electronic format must be AutoCAD and compatible with the version utilized by SAVAHCS. Autocad Drawing files will be provided. Reports are due to the VA within five (5) business days after each inspection and testing cycle. Contractor shall provide an electronic copy of each deliverable addressed above. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
