A solicitation shall not be issued at this time. The intent of the procurement is to locate potential contractors for solicitation. The below specification defines the effort required for the purchase and period of performance. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full and open competition, or sole-source procurement is appropriate. The Government shall not pay any costs for responses submitted. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. Notice to all contractors: All contractors must have an active registration in the System for Award Management (SAM) at https://beta.sam.gov/ before responding to any Government inquiry. Additionally, all Service-Disabled Veteran-Owned Businesses or Veteran-Owned Small Businesses who plan to submit an offer must have an active registration with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Interested Parties Shall Submit the Following Information at a Minimum: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Small Business Concern, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, Women-Owned Small-Business and or Large Business. (i) Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. NAICS Code: 541990 All Other Professional, Scientific and Technical Services. Average Annual Receipts $16.5M. The term of the contract is intended to be base contract plus 2 options. The Phoenix VA Health Care System has a requirement for software development of Developing and Testing a Novel Virtual Cognitive Rehabilitation Program to Alleviate Persistent Cognitive Dysfunction Following Traumatic Brain Injury. The scope of this services contract is to assist in the translation of laboratory cognitive rehabilitation protocols to a virtual reality platform for human use. To translate our laboratory protocols into clinical utility, the Virtual Cognitive Rehabilitation (VCR) program must first be developed. The VCR program will be a virtual reality environment that passively activates the memory circuit as an individual navigates the novel environments (e.g. town, mall, high school, airport) in the same manner that the rodent memory system is engaged by our Peg Forest cognitive rehabilitation. The VCR program involves exploration of the 3D virtual environment and once the environment has been significantly investigated, subjects will be prompted with a task (e.g., visit three locations in sequential order). Before therapeutic efficacy can be tested, verified, and validated, the program must be designed, developed, and deployed. Important Information: The Government is not obligated to nor shall it pay for or reimburse any costs associated with responding to these sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
