In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. This procurement is for a bioburden method development and recovery with up to five compendial microbes on one sample matrix with a full report and step-by-step test procedure for the Millipore Quantum/Milliflex Bioburden system. Vendor shall be a trained and certified provider such that OEM warranty integrity and services are provided and maintained. All warranty and service associated with the bioburden system shall be in accordance with the OEM terms and conditions. It is requested that responses include a rough estimate of pricing for completion of the requirements identified below. Purpose: The New Mexico Veterans Affairs Health Care System (NMVAHCS) has a requirement for Bioburden method development on the labs Millipore Quantum/Milliflex System. This will support the labs Bioburden testing. Bioburden is normally defined as the number of bacteria living on a surface that has not been sterilized. The term is most often used in the context of bioburden testing, also known as microbial limit testing, which is performed on pharmaceutical products and medical products for quality control purposes. This requirement is to develop validated procedures which will allow NMVAHCS to use and validate methods and procedures of the Millipore Quantum/Milliflex System. Bioburden test results may be used in one of three ways: Control, reduction or elimination of contamination in the manufacturing process When testing is conducted at predefined intervals, results are trended over time to provide information on contamination in the manufacturing process When testing is conducted on batches for low bioburden products or raw materials, results can be used to release individual batches Required Services: SINGLE PRODUCT MATRIX: Quantum Method Development includes developed method and recovery with up to 5 compendial microbes on 1 sample matrix, full report and step-by-step test procedure. ADDITIONAL PRODUCT MATRIX: Quantum Method Development includes developed method and recovery with up to 5 compendial microbes on 1 sample matrix, full report and step-by-step test procedure. On-site Consultancy on Milliflex Plus pump PQ execution plan and protocol review followed by remote expert support until completion. Each unit is equivalent to 1/2 day on-site. On-site Bioburden, Environmental monitoring, Sterility, Testing (BEST) training - first full day - no attendee limit. Deliverables: Full written report and step-by-step test procedures, growth media plates, funnels, and microbiological test agents Period of Performance: The anticipated period of performance is completion within 90 Days after date of contract award.
