The purpose of this amendment to this solicitation is to answer the following questions and to clarify the closing date of this solicitation: 1. Given that the above-referenced solicitation was posted on 11/25/19, was the due date really supposed to be the following day, 11/26/19 or will the due date be extended? Answer: There have been some inconsistencies in the solicitation document concerning the response date. The response date is December 6, 2019. 2. Referencing page 15, paragraph 1 a -Is cleaning coverage required during hours of operation 0700-1530 ? -Is there a specific time (exclusive of SPS on page18 para 6.1 h) you want the cleaning performed? Answer: Questions have been sufficiently answered in previous modifications to this solicitation. 3. Referencing page 15, paragraph 1 b and page 16, paragraph 3 a -Please clarify who provides equipment & supplies Answer: Question has been sufficiently answered in previous modifications to this solicitation. 4. Are you receiving the offers? Answer: Yes. Send quotes to William.cook2@va.gov. 5. I have a question in reference to the work hours: In the Performance Work Statement: Section #1 Purpose, Paragraph a) Description it states the hours for the Day Shift and for the Night Shift Monday thru Friday. In Section 6 Procedures Pharmacy , Paragraph B) It states that we have to clean the floors and the door frames, this requirement is to be performed everyday Monday thru Sunday (7 Days a Week) to include Holidays at 1000hrs. Question: Is this requirement correct, if so then this would be additional hours apart from the normal Day and Night shifts. Answer: Question has been sufficiently answered in previous modifications to this solicitation. 6. It is extremely important for offerors to know if the union is involved in the janitorial services provided because such costs as health and welfare benefits, paid vacations and wage rates based on seniority are usually significantly higher than those listed in the wage determination. Knowing the correct wage rates and benefit costs is absolutely necessary to properly prepare a cost proposal. Such differences can cause offerors to greatly underbid the actual costs and result in default in services and great risk to the government. Therefore, I respectfully request that you please provide a copy of the collective bargaining agreement if the janitors are unionized. Answer: There may be a misunderstanding that the VA is providing labor. Please review sections 1-3 of the PWS with special attention to sections 1.b. and 2.a. These sections make it clear that the contractor will provide labor and management.
