This announcement constitutes the only solicitation, quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-06 as of 10-10-2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 333914 with a small business size standard of 750 Employees. The New Mexico VAMC in Albuquerque New Mexico is seeking to purchase six (6) Veeder Root TLS-450 to TLS-450PLUS Migration Kits to be supplied and installed at several locations within the facility. This is an open-market combined synopsis/solicitation for purchase six (6) Veeder Root TLS-450 to TLS-450PLUS Migration Kits to be supplied and installed at several locations within the facility. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." Points of Contact Mercedes Cook Mercedes.cook@va.gov Tina Kennedy Tina.kennedy@va.gov STATEMENT OF WORK (SOW) Upgrade/Install Veeder-Root Automatic Tank Gauging Systems Contract Title: Upgrade/Install Veeder-Root Automatic Tank Gauging Systems Background and Scope of Work: Upgrade VEEDER-ROOT Console components and software six (6) Underground Storage Tank Automatic Tank Gauging Systems (ATGS s) and supply/install at one (1) Above Ground Storage Tank at NMVAHCS, Albuquerque, NM. There is an immediate need to provide regulatory fuel/oil system monitoring upgrades to NMVAHCS Albuquerque site Underground Storage Tank (UST) and Above Ground Storage Tank (AST) units. REGULATORY REQUIRMENTS: Various regulations guide the need for a monitoring system to be in place for UST s. The Environmental Protection Agency-EPA outlines several areas in the code; 40 CFR 112.7 (2) (I) states Establish and document the facility procedures for inspections or a monitoring program to detect equipment failure and/or a discharge. Also; 40 CFR 112.8 (8) (iv) also states A fast response system for determining the liquid level of each bulk storage container such as digital computers, tele pulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the overall filling of bulk storage containers. Additionally, the New Mexico Environment Department-NMED has requirements regarding monitoring of UST s. In the code NMAD 20.5.108.800 A. (4) states GENERAL RELEASE DETECTION REQUIREMENTS FOR UST SYSTEMS: has electronic and mechanical components that are tested to ensure proper operation STATUS OF UST MONITORING SYSTEM: Currently, the 6 Veeder-Root remote monitoring consoles that are outdated. All units are physically contained within the above buildings in secured/locked areas. These systems are in-place using Veeder-Root Consoles and support hardware that is proprietary to Veeder-Root. Plus, the wiring and IT configuration is integral to Veeder-Root. Additionally, a central computer terminal is defunct, was tied into building #43 and it would communicate with all the other distant locations: buildings #11/T74, #10, #3, #1, and #42. It should be noted that these remote ATGS s fall out-of-calibration at times thus compounding the need for an upgrade. Veeder-Root migration to TLS-450PLUS units is required as these are the currently supported system; cores will need to be returned to achieve cost reduction. STATUS OF AST MONITORING SYSTEM: Currently one (1) 5,000 gal AST has no interstitial space monitoring and NMED will require this. Quotes are being requested to add scope to supply/install a single TLS-450PLUS unit (no existing system to migrate and thus no core), complete with all hardware, software, tie-in to reporting systems, labor, troubleshooting, and certification of proper operation. The successful quoter must be certified for Veeder-Root systems and will supply and install all the above systems at the NMVAHCS Albuquerque, NM facilities noted and verify proper operation. Equipment and Parts to be supplied: Building #11/T74 Veeder-Root TLS-450 migration to TLS-450PLUS Building #10 Veeder-Root TLS-450 migration to TLS-450PLUS Building #3 Veeder-Root TLS-450 migration to TLS-450PLUS Building #1 Veeder-Root TLS-450 migration to TLS-450PLUS Building #43 Veeder-Root TLS-450 migration to TLS-450PLUS Building #42 Veeder-Root TLS-450 migration to TLS-450PLUS Above ground Storage Tank (AST), supply/install Veeder-root TLS-450PLUS, 1ea Specific Tasks: All ATG s located in the above buildings #11/T74, #10, #3, #1, #43, and #43 will need upgrading of the software and modifications to the physical consoles. Plus, a web-based version of Veeder-Root ATGS for TLS 450Plus will be available once the software is upgraded to the consoles. This web-based database will be accessible to on any computer that has internet access; using a password protection login. Work Scope: Veeder-Root certified vendor supply TLS-450 to TLS450PLUS migration kits, hardware and software upgrades, 6-EA Veeder-Root certified technician labor to remove TLS-450 and install, troubleshoot, verify operation of TLS-450PLUS migration kits, 1-Job Supply/Install TLS-450PLUS hardware and software at selected Above Ground storage Tanks (AST s) to meet NM State Environment Department monitoring requirements, including certified technician labor, EA Warranty: 1-year parts, labor, and service Other Pertinent Information or Special Considerations: All work will be completed in accordance with guidelines outlined in the National Fire Protection Association code (latest edition) and those set forth by the EPA and NMED as noted above. The successful quoter is to be certified as Veeder-Root hardware/software supplier and installer and capable of any installation tasks.
