Contracting Activity: Department of Veterans Affairs, Network Contracting Office 22-Gilbert, Southern Arizona VA Healthcare System (SAVAHCS), PR 501-19-3-340-0171. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: A base plus four (4) year fixed-price sole-source contract for on-going Analytical Phytochemical Core Quantitative Measuring at the University of California Los Angeles (UCLA), supporting the Primary Investigator, New Mexico VA Healthcare System s (NMVAHCS) Dr. Jenny Mao s on-going VA Merit Project: Combinations of Grape Seed and Milk Thistle Extracts Against Lung Cancer (see attached). The estimated amount for this requirement is $50,000.00 3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The study on the Effect of Grape Seed and Milk Thistle Extracts Against Lung Cancer is based on continual data collection and analysis of quantitative measurements of complex Phyto (plant) chemicals in biological fluids and samples that require specialized analytical expertise and noncommercial instruments such as High Performance Liquid Chromatography (HPLC), Two-dimensional Nuclear Magnetic Resonance Spectroscopy (2D-NMR), and liquid Chromatography/Mass Spectrometry (LC/MS) provided by the Analytical Phytochemical Core at UCLA s Human Nutrition Research Center under the direction of Dr. Qing-Yi Lu. Since 2013, Dr. Lu has collaborated with Dr. Mao in providing all the baseline analysis of this project as the co-investigator. Making a mid-study change in service labs removes the baseline that has already been established and would introduce unintended variances in experimental conditions caused by non-standardized equipment and analyzing techniques, compromising overall data quality. Therefore, VA researchers are asking to restrict possible sources to the original Core at UCLA to ensure results from the study are valid from beginning to end. 4.
