The contractor must deliver all necessary supplies and reagents at no government cost, ensure performance meets manufacturer specifications, and reimburse the government for referral lab costs if testing becomes unavailable due to contractor-related issues. The vendor will be evaluated on quality metrics such as repeat runs, peer comparison, invoice accuracy, backorder management, proactive notifications, recalls, and complaint resolution, with no access to VA data or systems.
