The VA Network Contracting Office 17 intends to award a sole-source, firm-fixed-price contract to Cox Design Associates, Inc., an SDVOSB, for Architect/Engineer Construction Period Services on Project 674 19 101, Replace Boilers and Boiler Plant, at the Temple VA Medical Center, 1901 Veterans Memorial Drive, Temple, TX 76504. Cox previously completed the 100% design and construction documents and remains Designer of Record, so the VA requires continued CPS during active construction to ensure proper interpretation and execution of the original design intent. The CPS includes construction submittal reviews, RFI responses, supplemental instructions and design clarifications, change order reviews, site visits and weekly construction meetings, and oversight that the DOR design is executed accurately. The sole-source action is authorized for certified SDVOSBs up to $5,000,000, and firms believing the VA should not proceed may submit a capability statement explaining how they could assume the DOR’s CPS responsibilities in the same technical footprint. This notice is not a request for competitive proposals, no solicitation will be issued, and the government will decide at its sole discretion whether a competitive procurement is appropriate.
