THIS IS AN AMENDMENT TO PRE-SOLICITATION NOTICE 36C25726R0014 for Wheelchair Transportation Services for Dallas VA Medical Center. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This notice serves as an announcement of an upcoming pre-solicitation conference to be held online MS Team on 2/18/2026 between the hours of 10:00AM to 12:00PM (Noon) CT. The intent is to allow interested vendors to provide feedback before we finalize the solicitation. This notice provides all vendors the opportunity to start planning their proposal strategy and identify subcontracting partners. A DRAFT copy of the solicitation has been included as part of this Pre-Solicitation Notice Amendment. As part of the Veterans First Program, it is the Department of Veterans Affairs (VA) policy that small business concerns owned and controlled by veterans shall have the maximum practicable opportunity to participate in VA acquisitions. This will be a SDVOSB set-aside. Interested vendors are encouraged to review the DRAFT solicitation prior to attending the Pre-solicitation conference. In order to attend the Pre-solicitation conference, send an email to both Anitra Carter (anitra.carter@va.gov) and Astrid McKinney (astrid.mckinney@va.gov) NLT 2/13/2026 by 12:00PM (Noon) to have your name added to the Attendees List. Network Contracting Office 17 (NCO 17) plans to solicit offers for Wheelchair Transportation Services for the Dallas VA Medical Center and has conducted market research that demonstrates the consolidation of this procurement to be necessary, justified, and in the best interest of the Government. Currently, there are four market research reports, four solicitations, and 20 task orders under the incumbent, Priority Care Transit EMS Central, a SDVOSB vendor/contractor. We re proposing a consolidation to reduce it to one single market research, single solicitation, and possibly five task orders instead of 20 over the five-year period. The proposed procurement method is an SDVOSB set aside. Attached is the approved Consolidation Determination and Findings memo.

The requirement is for Special Mode Wheelchair Transportation Services in support of the North Texas VA Medical Center Catchment Area of Operations. See DRAFT PWS, paragraph 1, for additional details for the catchment area. 3. If this is a Service your business can provide, please respond to this Sources Sought Notice by 10:00 AM Central Time on Wednesday, October 22, 2025. 4. The intent of this notice is to establish sources to define the procurement strategy (e.g., setaside, sole source, unrestricted) for a solicitation that VA intends to post soon. Interested Contractors are requested to respond in accordance with the following: a.
