The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability Price Past Performance Technical and past performance, when combined, are equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Equipment with which the item is used with: N/A End item application: EE151437 Price: Evaluated for reasonableness, completeness, and fairness by comparing the proposed prices with the Independent Government Estimate and prices posed by other offerors. Past Performance: Availability of 3 references who can validate experience within the past 3 years. Must have, at minimum, a “Satisfactory” past performance in providing similar or related equipment. A Lowest Price Technically Acceptable (LPTA) evaluation will be performed in accordance with FAR 15.101-2(c). All Offerors are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner. Specifically, the Government may first evaluate the total proposed price of all Offerors. Thereafter, the Government will evaluate the quote of the lowest priced Offeror only. If the lowest priced Offeror’s quote is determined to be Acceptable, the Government may make award to that Offeror without further evaluation of the remaining Offerors’ quotes. If the lowest priced Offeror’s quote is determined to be Unacceptable, then the Government may evaluate the next lowest priced quote, and so forth and so on, until the Government reaches the lowest priced quote that is determined to be Acceptable. However, the Government reserves the right to evaluate all Offerors’ quotes should it desire to conduct discussions, or otherwise determine it to be in the Government’s best interest.
