THIS IS ONLY A PRESOLICIATION NOTICE A REQUEST FOR QUOTES (RFQ) WILL BE POSTED APPROXIMATELY ON OR ABOUT 02/04/2025. PRESOLICIATION NOTICE: The Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed Price construction contract for, Remove and repair ramp and stairs located at Building 1&2. Remove and repair stairs at building 10, and install a concrete pad located at Bldg. 8 at Sam Rayburn Memorial Veterans Center, 1201 E. Ninth Street, Bonham, Texas 75418. The method of procurement shall be a Request for Quote (RFQ) in accordance with the procedures set forth in Part 13 and 36 of the Federal Acquisition Regulation (FAR), with a projected solicitation date of February 4, 2025, and a projected quotes due date of March 12, 2025. Contractor shall provide all necessary labor, materials, equipment, and supervision to Demo and Repair ramps and stairs attached to Bldg. 1,2,8, and 10. Ramps are too steep for veterans and stairs are damaged and unsafe for veterans and employees. All labor and materials will be provided by contractors. Work schedule and access plan will be required to minimizing disruptions in these high traffic areas. Project Duration shall be 180 calendar days from receipt of the Notice to Proceed (NTP). This requirement is a competitive offer, Set-Aside 100% for Service-Disabled Veteran Owned Small Business (SDVOSB). Quotes will only be accepted from certified SDVOSB contractors. The applicable NAICS code is 238110, small business size standard of $19Mil. The magnitude of the construction estimated cost range: $25,000 and $100,000 IAW FAR 36.204-Disclosure of the magnitude of construction projects. The Point of contact (POC) will be Nicholas Smith, and can be contacted by email at Nicholas.Smith21@va.gov Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so.
