Pre-Solicitation Synopsis Notice: The Department of Veterans Affairs, Network Contracting Office (NCO 17), on behalf of the Texas VA Medical Centers intends to solicit proposals in the future from contractors (nursing homes) in various counties throughout Texas as needs arise. The Community Nursing Home (CNH) program is a key component of the Veterans Health Administration (VHA) continuum of care under authority 38 U.S. Code § 1720. The nursing home shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. The NAICS code for this solicitation is 623110 with a small business size standard of $34M. This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit for Community Nursing Home Care services at the contractors facilities, under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts within NCO 17 reginal footprint as stated. Multiple awards may result from this solicitation. The contractor shall perform in accordance with the Performance Work Statement that will be included in the solicitation.  All responsible sources may submit a proposal, which if timely received, shall be considered by this agency. An open and continuous solicitation (36C25724R0008) shall be posted in the System for Award Management (SAM) (https://sam.gov/ ) on or about December 31. 2023. This solicitation will be posted unrestricted, and proposals will be accepted until December 30, 2024. The solicitation will provide instructions to offerors about the proposal submission process. All offerors who provide a response for the services requested must be registered in SAM.gov and complete Online Representations and Certifications Application (ORCA) in accordance with FAR 52.204-7. The VA will only consider proposals from contractors who are licensed as required by state regulations. Additionally, all Service Disabled -Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation must be registered in the U.S. Small Business Administration, Veteran Small Business Certification (VetCert) application at https://veterans.certify.sba.gov/.
