Sources Sought Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract/order to TrillaMed, LLC for procurement of the following services: GE Healthcare certified personnel to perform comprehensive on-site visits to NTX-Dallas VA Medical Center, in order to install CARESCAPE Central Station upgrades - v2 to v3 Integrated display CPU: Includes Patient Management, Review, FD page, Trends, Dual Display and ST Review Licenses. GE Healthcare CARESCAPE physiologic monitoring system equipment B450, B650, and B850 collaborate with NTX-Dallas VA Medical Center Biomedical (Bio-Med); Information Technology (IT); Anesthesia and Patient Care Services personnel to configure the device hardware and software to optimal operation. Delivery, installation, and configuration of the new GE Healthcare equipment: The Contractor shall install and configure all new Carescape devices to operate inside the NTX-Dallas VA Medical Center patient care areas. The Contractor shall deliver, install, and certify all devices to fully comply with all relevant GE Healthcare installation criteria and technical standards. All devices shall be new condition, factory assembled/configured, and include a factory warranty. The Contractor shall warrant all workmanship. At a minimum, all GE Healthcare Equipment, physiological monitors, and accessories shall receive a standard warranty of 3 years parts and 1 year labor. All Carescape central stations and network hardware/software shall receive a standard warranty of 1-year parts and labor. All applicable licenses, training, shipping/handling fees and software modules shall be included in this procurement. A complete list of all Carescape devices (hardware/software) and services required in this procurement is listed in proposal Minimum oneyear full-service warranty required. Prior to acceptance of equipment, the equipment must pass all acceptance testing, which at a minimum includes accrediting body standards, if required. Equipment will be considered received once it has been Inspected by Biomed and placed into Operation or Use. Minimum Equipment Requirements: a. CSCS v3 All in One Upgrade from CSCS v2 b. USCAN MS Training and Install c. Technical Training d. Clinical Education & Config e. Apexpro telemetry system infrastructure This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, to Janice.Malbon@va.gov which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 7 days from the publication of this notice, a contract/order will be issued to Trillamed, LLC without any further notice. The proposed contract actions are for services, which the government intends to negotiate with only one source. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 13.5. The proposed sole source procurement will be made by a pricing agreement with Trillamed, LLC.
