The Department of Veterans Affairs Audie L. Murphy VA Hospital Veterans Medical Center Surgical Service in San Antonio, Texas intends to award a brand name or equal contract award for the purchase of Eyes Surgical Complete System. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 339112 with a size standard of 1,000 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Equipment will be delivered to the San Antonio VA DataPoint location, 8410 Data Point Drive San Antonio, TX 78229-3220 Vendor will provide on-site setup at the service location indicated by the assigned COR. Delivery will occur during normal business hours M-F from 0800 to 1500. Delivery/installation and all communication will be coordinated with the assigned COR. Information System Officer, Information Protection: The contractor will not have access to VA Desktop computers they will not have access to online resources belonging to the government. Privacy Officer: The Contractor will not have access to protected Patient Health Information (PHI) nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. It is worth noting the improvements to patient care are such that 8+ VA sites have already acquired a second simulator having had 10+ yrs of improved surgical outcomes from incorporating the technology into the VA training. Complete generic identification The simulator is a high-fidelity PC based which offers immersive training for all steps of cataract surgery. Using high resolution OLED screens in the microscope dynamic surgical scenarios are seen in 3D. The simulator has a patient head on a bed and the surgeon holds surgical instruments which are inserted into the patient eye. Once in the eye the surgeon conducts as a virtual reality surgical experience the cataract surgery with all the real-world possibilities of complications or sub optimal results if technique is poor. Upon completion of a simulation task a score and objective evaluation is provided so the junior surgeon can gain feedback and mody their approach in their next simulation attempts.
